    Shafaq News/ Specialists warned that the taxes imposed by the local government in Diyala at the beginning of this year will anger citizens, especially since they did not reflect the provision of better services to the people of the governorate, while local officials believe that these taxes come in accordance with the law.

    With the advent of the new year, the people of Diyala were surprised by fees ranging from a thousand dinars to up to 25 thousand dinars for activities and procedures that their peers in other Iraqi governorates freely practiced without paying any money for them, such as transporting home furniture, livestock, poultry, and other products, extending water and electricity lines, registering work permits, etc. a lot.

    It is noteworthy that these fees were approved by the former Diyala Provincial Council, which was dissolved like the rest of the provincial councils in the year 2019 under popular pressure from the October demonstrations that began in October of the same year, and among its demands was the dissolution of the provincial councils, so the implementation of the decision on these fees resumed four years later. years after its approval.

    In this regard, economic expert Maher Hussein Al-Khazraji told Shafaq News Agency, “The law of collecting fees and taxes, despite their financial limitations, is a useless project and doomed to failure in advance due to the failure of previous experiments in Diyala, most notably the financial revenues at (Al-Safra port) during the past years and what it has achieved.” It generated astronomical financial revenues, but it did not change anything about the dilapidated service situation throughout Diyala.”

    Al-Khazraji believes that “collecting local taxes and fees will meet with opposition and popular rejection that will lead to federal interventions to abolish them,” wondering, “What will the fees and taxes achieve for the citizen and to what payment channels will they be allocated?”

    While the director of the "Al-Mizan" Media Foundation in Diyala, Nazim Al-Sayyed, calls on the local government and officials to provide transparent clarifications and frankness to the citizen regarding the services and the economic feasibility desired from taxes and fees. Will they achieve new breakthroughs in addressing the eternal service problems?

    Speaking to Shafaq News Agency, Al-Sayed believes that “residents of districts and districts in particular need official reassurances and guarantees regarding the administrative fees and taxes law to avoid popular anger and negative consequences facing the new local government and perhaps demonstrations in front of the new governorate council.”

    In turn, the mayor of Baquba, Abdullah Ahmed Al-Hayali, explained to Shafaq News Agency, “The governorate administration directed the implementation of the law imposing fees and taxes on official transactions in administrative units in amounts ranging from one thousand to 25 thousand dinars for all private transactions.”

    He points out that "the law began to be implemented in 6 districts and 16 districts based on the directives of the governorate according to official receipts and specialized committees, as the law granted the governorate councils the powers to impose fees and taxes in a manner that does not conflict with the laws in force."

    In addition, the director of Al-Wajhiya district, Hatem Abdel Tamimi, confirmed to Shafaq News Agency, “The imposition of fees and taxes on transactions was approved during the era of the previous Diyala Council, coinciding with the approval of work (at the Al-Safra port) between Diyala and Salah al-Din at that time, and it aims to maximize local revenues.”

    He says, "A directive was issued by the local government to nominate representatives from the administrative units to collect revenues and deposit them in the governorate's treasury, which is responsible for the file of imposing taxes and fees, and to direct them to the designated doors."
