The Federal Integrity Commission reported today, Saturday, the implementation of operations to detect violations in a contract amounting to (30,000,000,000) thirty billion dinars concluded by Al-Muthanna Governorate, in addition to detecting embezzlement in Al-Rashid Bank in the governorate.
A statement by the Authority’s Government Media and Communications Office stated, “The work team of the Muthanna Investigation Office, which moved to the governorate office, monitored violations in the contract to supply specialized mechanisms for the water, sewerage, and municipal directorates in Samawah, as well as the Muthanna Electricity Distribution Department, in the amount of (29,596,599,000) billion dinars.” , which the governorate concluded with a general trading company,” indicating that “the Electricity Distribution Directorate refused to receive (11) cranes allocated to it at a cost of (2,111,160,000) billion dinars, due to their violation of the technical specifications stipulated in the contract.”
The statement added, “The report of the External Audit Division in the Muthanna Investigation Office revealed that the governorate did not form a team to prepare the required estimated costs, contrary to instructions for implementing government contracts, in addition to not requiring the furnishing company to open a documentary credit to cover the contract values, and not requiring it to submit final accounts for the last two years.” To know its financial efficiency, while the governorate did not support the availability of financial allocation for the contract and the preparation of the technical and economic feasibility study, in addition to the lack of validity of issuing a certificate of origin for the equipped vehicles, and the statements of the legal representatives of those departments were recorded and presented before the attention of the competent judge to take appropriate legal measures.” .
He pointed out that "the team revealed the occurrence of manipulation, forgery and embezzlement operations that accompanied the process of disbursing an instrument in the amount of (639,200,334) million dinars from the governorate's account in Al-Rashid Bank / Samawa branch," noting that "verification and audit work resulted in revealing the presence of two instruments bearing the same number." It was found that the first instrument was duly disbursed from the governorate’s account to one of the general contracting companies, while the same instrument number was presented to the Rafidain Bank/Anbar branch on behalf of another contracting company.”
He explained, "The second instrument was accepted and transferred through the clearing system to Al-Rasheed Bank/Samawa branch. He entered the instrument number into the calculator and was rejected by the program after the phrase (previously spent) appeared. The instrument number was forged by Al-Rasheed Bank employees in order to accept it into the program." The calculator, and an amount of (128,614,000) million dinars was transferred from the account of Al-Muthanna Governorate, to be disbursed from Al-Rafidain Bank / Anbar Branch by the authorized director of the second company.
He noted that "all priorities related to the matter have been seized and presented in a proper report before the judge of the investigating court specialized in looking into integrity issues in Muthanna, to take appropriate legal measures."
