Mawazine News - Baghdad
Economic affairs specialists praised the government moves aimed at eliminating the housing crisis and providing units for low- and middle-income people, stressing that this approach is sufficient to achieve a package of important economic positives, including moving the wheel of the market and the private sector and providing thousands of jobs as well as absorbing the population momentum outside. the cities.
The specialists’ praises came after the Prime Minister, Muhammad Shiaa Al-Sudani, announced the start of implementing a number of residential complexes in Baghdad and the governorates, as he confirmed that the government had diagnosed, from the beginning of its duties, the existence of a housing crisis and prepared thoughtful plans to address it, which included the construction of integrated residential cities and not complexes, indicating the choice of Locations for these giant projects are on the outskirts of Baghdad and the governorates, away from crowded areas.
Al-Sudani added that the government announced 5 residential cities as a first phase to be built in the capital, Baghdad, Babylon, Karbala, Nineveh, and Anbar, and later 10 residential cities will be announced in other governorates, stressing that the goal is to build between 250 to 300 thousand housing units, through which the poor and middle classes will be targeted. There must be a commitment to housing unit prices to remain constant.
It is noteworthy that Al-Sudani recently signed two investment contracts to establish the residential cities of Al-Jawahiri and Ali Al-Wardi on the outskirts of Baghdad.
These projects, according to the founder and former Director General of the Housing Fund, Dr. Ikram Abdel Aziz, in an interview with Al-Sabah, constitute successful steps that should take into account the provision of all the important elements for their optimal completion, especially the land prepared for construction, financing and infrastructure, and that the beneficiary segment be. I am fully convinced that this residential project can bear fruit.
Abdel Aziz believes that “the housing projects presented by the Minister of Construction and Housing are a positive and constructive step to contain the housing crisis, and the most important thing that draws attention about these projects is that they are not typical in their offering of housing units, the prices of which were previously high, and a simple employee cannot buy from these residential complexes.” As for these projects, they were distributed among most segments of society, the first of whom were those with limited income and the middle class, and this is a positive step that we did not see in previous housing projects.
The spokeswoman also stressed that “allocating these projects to a specific segment shows the extent of the government’s great interest in those with limited and middle income,” expressing her hope. “The Iraqi private sector should have a role in participating in building these housing units,” calling at the same time, “to find solutions to the problem of slums that are spreading in important centers in Baghdad and some cities, where some statistics indicate the presence of 9 percent of the population in these slums,” Here the responsibility falls on the state to provide adequate housing for this segment.”
In turn, the economic expert, Dr. Ahmed Al-Rawi, said in an interview with “Al-Sabah”: “What the government is doing is an important step towards reducing the housing crisis that the Iraqi people are suffering from, as Estimates indicate that the country needs approximately three million housing units.”
Al-Rawi pointed out that this shortage of housing units resulted from the high costs of construction and housing, in addition to the huge increase in land prices, which in some areas of Baghdad reached astronomical numbers, reaching about 10 million dinars per square meter, in addition to a large population increase that led to There is an increase in demand for housing and thus an increase in their prices.
The narrator also explains that the other matter that exacerbated the housing crisis in the country was the result of “the decline in the allocation of residential land to employees, retirees, or low-income people, which was reflected in the exaggeration in rents for residential units, which may force an individual to pay about 75 percent of his monthly income as rent.” Stressing at the same time, "the necessity of working seriously to build cities and residential complexes and for the government to build an administrative capital outside the center of the capital, Baghdad, to relieve pressure on the city and complete the solution to the housing problem."
