The issue of the people’s well-being and achieving their aspirations for a decent life has not gone beyond the framework of financial reforms and the measures taken by governments to prepare clear strategies to diversify revenues, manage expenses, and develop programs to implement mechanisms for monitoring public money and means of monitoring its movement, and that issue is one of the foundations of building any state and the success of its leaders. To achieve the goals of reaching the shores of safety and the shores of salvation, and to consider it an important part of the rights of peoples to enjoy their national wealth that has embroidered the pages of their countries’ constitutions and the methods for implementing the programs of their institutions, and to secure prosperity and lay the foundations of stability in a way that meets their ambitions and ensures the perpetuation of the success of their various policies.
In our country, which is rich in resources, the issue of multiple sources of wealth and preserving them will not be absent from the thoughts of state leaders, and it is not limited to the oil sector alone. Rather, diversifying it and not being satisfied with what crude oil sales generate for the general budget is a present reality that the government has placed a priority on and included in its list of concerns. Among the paragraphs of its program that it approved before the representatives of the people when it emerged and gave it confidence to serve society in all its segments, it requires taking into account the issue of searching for what reduces the impact of crises on people’s lives.
What the state can provide to make its program and its endeavors to achieve and achieve the well-being of the people successful is to secure the most basic necessities of living for all members of poor families and support them financially. This does not depend only on maximizing the sources of financial wealth such as taxes and revenues from the services of state institutions, but also on preserving public money and activating ways to prevent stagnation in spending. On real projects, or wasting money on fictitious projects, and as a matter of objectivity it must be said that the most prominent signs of government interest in diversifying and preserving sources of public revenues appeared in the fight against financial corruption and the effort to return the huge amounts stolen to the state treasury through a balanced internal policy that was based on expanding the authority of oversight. Financial and foreign affairs by investing in diplomatic relations with brotherly and friendly countries to account for Iraqi funds passing through them illegally and return them, in addition to handing over those wanted to the Integrity and Judiciary Commission regarding thefts, plundering of wealth, and suspicious deals.
In addition to what was mentioned, there is the government’s gradual and time-successive orientation towards the vulnerable classes, or their so-called members with limited income who do not have fixed financial resources, and in view of the increase in the number of poor families, the large number of unemployed, the lack of employment opportunities, and the high cost of goods and services that people need, in conjunction with the rise in exchange rates. The dollar and the inflation it has produced in local market prices, the difficulty of securing food or providing it properly, wars and international crises, all of this requires searching for what reduces the impact of these problems on the lives of the general public, and this is what the government worked on by including social protection subsidies, although they are few, but they contribute to Overcoming the difficulty of living that casts a shadow on families deprived of their simple needs.
