    The Iranian researcher and political analyst specializing in Iraqi affairs, Ali Mousavi Khalkhali, ruled out today, Thursday (April 18, 2024), that there is any relationship between the timing of Prime Minister Muhammad Shia’ al-Sudani’s visit to Washington and the escalation of tensions between Tehran and Tel Aviv.
    Khalkhali spoke to “Baghdad Today” about the importance of Sudanese’s visit to the United States in light of the tension between Iran and Israel, noting that Iraq has entered the stage of development and implementation of large projects, saying that “Sudanese is trying to stabilize his government by obtaining America’s approval, achieving economic openness and attracting... Foreign investments in 
    Regarding the date of this visit, Khalkhali explained, “This visit was planned 3 months ago and its date was announced a month ago, and its coincidence with the tension between Iran and Israel is a complete coincidence.”
    Regarding the importance of this visit for Al-Sudani personally and for the coordination framework, Khalkhali said: America opposed his visit to Washington in the two years that Al-Sudani took office, and even during his previous trip to America, the meeting with Biden was not held and was scheduled for another time.
    Khalkhali pointed out that former Prime Minister Adel Abdul Mahdi requested to travel to America at least three times during his term as prime minister, which was rejected by Washington every time. He explained: The reason for Abdul Mahdi’s non-acceptance was his close relations with Iran, and of course at that time, The hard-line Trump administration was working to deal with all issues in a zero-to-hundred manner.
     He stated that the atmosphere of the Biden government was different, and despite the presence of a democratic government, the Sudanese was not allowed to travel for a year and a half, and that the Sudanese government was able to establish its position in Iraq and gain the satisfaction of public opinion.
    The Iraqi affairs expert believes that the American decision to accept the prime minister is due to the reality of Iraqi society, and in this sense it could be a victory for the beginning of Iraq’s relations with other Western countries. 
    He pointed out that other Western countries are waiting to evaluate the type of American interaction with the Sudanese government, after which a new phase of relations with Baghdad will begin. 
    According to Mousavi, Al-Sudani visited Germany several times before, but there were no tangible results, and it seems that there is a break in Iraq’s relations with the West.
    He pointed out that this trip could create a forward direction in Iraq's relations with the West, and said: One of the most important goals of Al-Sudani is to seek American political support from his government. Because there is a point of view in Iraq that the American confrontation with Abdul Mahdi’s government caused his downfall and the occurrence of internal conflicts in this country, and therefore Mr. Sudanese and his government are trying to resolve their concerns about America and achieve stability for their government for at least 4 years.
    Mousavi explained: Economic openness and attracting foreign investments are among the other goals of the Sudanese visit to America, and given that Iraq has entered the stage of development and implementation of large projects, this is necessary. Among the oil and gas projects are the development of the South-North Corridor, which starts from the port of Basra and extends to Turkey, the Mediterranean Sea, and Europe. 
    He added: These projects have now become national and prestigious projects for Iraq and have attracted all attention, and Iraqis expect to help in the development of their country by obtaining US approval to implement these projects.
    According to this Iranian expert, the investment of American companies in Iraq could provide a platform for the entry of investors from other countries. 
    The withdrawal of American forces from Iraq is not one of the goals of the visit
    In response to a question about consultations regarding the withdrawal of American forces from Iraq, he said: So far, no discussions have taken place in this regard, and it is not one of the topics being investigated. 
    According to Mousavi, there is no general consensus about the withdrawal of American soldiers among Iraqi political groups, and only the Shiite movements supporting Iran want this. While the Sunni and Kurdish movements want the continued presence of the Americans and consider their departure harmful to them.
    He added: On the other hand, the American military presence has become a balancing tool for some Iraqi movements in the face of other competitors. In addition, a group believes that the experience of the departure of American soldiers caused the emergence of ISIS in Iraq and caused their return, and based on the thinking of this group, the presence of American soldiers Reduces security threats and risks in Iraq. 
    According to this Iranian political expert, for these reasons, the Sudanese chose not to talk about this during his recent trip to America.
    Strengthening the position of the central government against the Kurdistan region
    Mousavi Khalkhali said in response to another question about the impact of this visit on the balance between the central government in Iraq and the Kurdistan region: The region has recently been greatly weakened before the central government, and after the decision not to export oil from the region due to its illegality, many companies canceled their contracts with the Kurdistan region and signed new contracts. Secondly, with the Ministry of Oil in the central government, the independent financial resources of the Kurdistan Region were destroyed, and secondly, the suspension of oil exports from the region to Turkey put them under financial pressure.
    He added: With the establishment of the central government crossings, even income from import and export became available to the government directly, and this greatly reduced the strength of the region, and even in the case of Kirkuk, the region was unable to do anything, and regarding the issue of budget allocation, the central government implemented its decisions, From now on, according to the Federal Court ruling, the salaries of the region’s employees will be paid directly by the central government, so from now on, the central government will operate with greater powers than the Kurdistan Region.
