    Today, Thursday (May 23, 2024), a member of the Parliamentary Education Committee, Firas Al-Muslimaoui, revealed details regarding amending the law on the foundations of degrees.
    Al-Muslimaoui said in a televised statement, followed by “Baghdad Al-Youm,” that “the law on the foundations of certificates aims to ensure the integrity of education.”
    He stated, “The residency period for master’s and doctorate degrees will be 9 months according to the new amendment,” noting that “the new amendment required the equivalency of certificates within 45 days.”
    Al-Muslimaoui pointed out that "600,000 Iraqi students are studying postgraduate studies abroad."
    On April 29, the House of Representatives completed the report and discussion of the proposed law on the first amendment to the Law on the Foundations of Equivalence of Arab and Foreign Academic Certificates and Degrees No. (20) of 2020.
    A university professor criticizes the old law, which "caused chaos in the past few years, allowing employees to study outside the country without controls."
    The 2020 law on the basis of equivalency of certificates allowed ministries to calculate all previous certificates that were before the date of the law’s passage and their equivalence that were not previously calculated, in addition to the equivalence of initial certificates for all employees who obtained them without study leave over the past four years, and this resulted in the calculation of hundreds of certificates.
    The Federal Supreme Court ruled that many articles of the old law were unconstitutional, including Article 12 of the law, which was described as “disastrous,” which stipulates that those assigned to public service, including directors, agents, and general managers, can study during employment or assignment now, which allowed “the exploitation of the position and public service for the purposes of “Study and personal gain,” according to academics.
