[size=52]Salary scale amendment is the victim of a debate between the government and parliament.. Will the issue be resolved by a government decision?[/size]
[size=45]The salary scale file is still the victim of a debate between the government and parliament, as the latter throws the ball into the government’s court, considering that resolving the file requires a decision by the Council of Ministers, while the Finance Committee revealed the formation of a committee by the government to study the file.[/size]
[size=45]The law, which was withdrawn by the government, is facing political differences and ministerial objections that are likely to delay its enactment, as it concerns a wide segment, namely employees, specifically those with low and modest incomes.[/size]
[size=45]According to the figures of employees’ salaries, there is a large discrepancy between salaries, as an employee with a certain job grade in one ministry receives a salary exceeding one and a half million dinars, while his counterpart in another ministry does not receive half of this salary. Salaries increase with the increase in job grades and the difference in monthly allowances, in addition to the annual profits in some productive ministries.[/size]
[size=45]Member of the Parliamentary Finance Committee, Moeen Al-Kazemi, says, “Amending the salary scale file is within the government’s jurisdiction, as a committee was formed from the Secretariat of the Council of Ministers, the Ministry of Finance, the Audit Bureau, and the Federal Service Council to establish a new salary scale.”[/size]
[size=45]He added, "The government considered that there is unfairness between the salaries of some ministries, and most ministries have low salaries, especially those with grades from ten to five."[/size]
[size=45]Al-Kadhimi pointed out that “the new scale provided an increase in the nominal salary,” adding that “the new scale proposal was almost completed and submitted to the government for the purpose of working on it in 2023.”[/size]
[size=45]He continued, "In 2023, there was an increase in the number of employees, as it rose from three million and two hundred employees to about four million employees," indicating that "this increase prompted the government to recalculate liquidity to implement the new scale."[/size]
[size=45]He reiterated that "the file is in the hands of the government and Parliament and the Finance Committee have nothing to do with it... The new scale will be implemented by a decision from the Council of Ministers."[/size]
[size=45]Prime Minister Mohammed Shia Al-Sudani, during a meeting with representatives of the Salary Adjustment Coordination, this time did not throw the ball into Parliament’s court, but rather linked the amendment of the salary scale to amending 34 laws.[/size]
[size=45]According to the government statement, Al-Sudani listened to the requests raised regarding approaches to amending the salary scale for state employees, stressing that “reviewing the salary scale for employees and workers in the public sector requires reviewing more than 34 laws, decisions and amendments to the law that took place during the previous stages, some of which relate to allocations and their details.”[/size]
[size=45]Al-Sudani explained that “the government has implemented important steps by approving increases that included lower grades, retirees with low salaries, and the heirs of retirees who are eligible, as well as increasing the salaries of insured workers. These are treatments that primarily targeted those with the lowest income.”[/size]
[size=45]For his part, economic researcher Ali Daadoush believes that “there are several amendments within the law amending the salary scale, and there are also amendments within the ministries and their affiliated departments to work with a unified salary scale.”[/size]
[size=45]Daadoush added, “Amending the salary scale law is the responsibility of the government, not the House of Representatives, and it is obligated to implement it.”[/size]
[size=45]He pointed out that “there are several positive aspects to amending the salary scale, including achieving social justice, as the salary of an employee in the Ministry of Oil differs from the salary of an employee in the Ministry of Education,” adding, “There is also economic justice that this amendment achieves, including ending inflation and rising prices of goods, food, and other items.”[/size]
[size=45]The economic researcher stated that “one of the laws of the International Labor Organization is the necessity for the government to review the salary scale of its employees every two years.”[/size]
[size=45]As for the impact of amending the salary scale on public budgets, he stressed that “it will raise the government’s salary and wage bill, and there will be a burden on the budgets, and there will also be an increase in the deficit.”[/size]
[size=45]The Ministry of Finance issued a clarification on January 10, 2024, confirming that amending the employee salary scale is not the exclusive responsibility of the Ministry.[/size]
[size=45]The ministry stated in a statement that it has worked throughout the past period to provide all entities whose work is related to the salary scale file with all the data available to them, especially the Committee of Diwani Order No. 24 of 2022.[/size]
[size=45]The ministry explained that it “does not have a biometric system that links all spending units, as far as its work is concerned, which includes approving the job description of spending units funded exclusively centrally, and in order to provide the committee with sufficient data to know what each employee receives in allowances, it is the responsibility of spending units in state institutions to provide their employees’ data to the relevant authority.”[/size]
[size=45]On March 13, 2023, the head of the Parliamentary Finance Committee, Atwan Al-Atwani, announced, after his meeting with the Committee for Amending the Employees’ Salary Scale, that the committee would proceed with the steps to amend the state employees’ salary scale in a way that achieves justice.[/size]
[size=45]He explained that "the new salary scale is currently being presented to a committee of experts to give the final opinion, and then it will be transferred to the Council of Ministers for approval."[/size]
