Over the past few weeks, the media and social networking sites in Iraq have witnessed a large use of Quranic verses by politicians, parliamentarians, and clerics who support some Islamic political movements. The apparent controversy that calls for the use of these verses is to comment on the proposed amendments to the current Iraqi Personal Status Law, but the matter often goes beyond the limits of this discussion to messages that reveal intentions to impose Sharia law on the state, overthrow the foundations of the civil state in Iraq, and promote a vague and not yet clear version of the “Islamic State.”
These Islamists, “politicians, clerics and bloggers,” do not believe that the Iraqi citizen has the right to object to what they say, because their words are based on the word of God, and people’s objection to them is an objection to God. In this way, they simply erase the Iraqi constitution and the laws in force, and the democratic foundations upon which the political system and the state are supposed to be built. They turn themselves into representatives of God. They have the exclusive right to speak and represent the authority in the country.
On a TV show, a cleric shouted at another guest to shut him up: “ And whoever does not judge by what Allah has revealed - then it is those who are the disbelievers ,” which is part of verse 44 of Surat Al-Ma’idah. The interviewer faltered and did not know how to respond. Should he object to the sheikh so that he would be considered a disbeliever in the viewers’ opinion, or what?! It is, without a doubt, an embarrassing matter.
But what is more embarrassing is to believe that the verse was revealed by God to the Sheikh during the TV program, and that the verse means exactly the purposes that the Sheikh talks about in the TV program.
Other verses used are verse 62 of Surah Al-Ahzab (The way of Allah with those who passed on before. And you will not find in the way of Allah any change ) and also from the same surah verse 36 (And it is not for a believing man or a believing woman, when Allah and His Messenger have decided a matter, that they should have any option in their decision. And whoever disobeys Allah and His Messenger has certainly strayed into clear error).
All these verses and others are intended to specifically address issues related to the Iraqi social, cultural and political debate, and not the affairs of a different society 1400 years ago.
In any quick browsing of the various Quranic interpretations, Sunni and Shiite, which are all available on the Internet, we will find the reasons for revelation, the purpose of these verses, and that they are a commentary on historical events that occurred in the community of the Messenger of Islam, and there was a need to comment on them. As for extracting general rulings from them, this is not from the Quran, but rather from the interpretive and exegetical corpus written by jurists and religious men over the past centuries. And since it is a human effort [i.e. interpretation and exegesis], it is not absolute or ruling, and it can be opposed by other interpretations and exegeses.
The interpretive nature of the Qur’anic text, and that it is open to conflicting and contradictory interpretations, was known throughout Islamic history. For this reason, the ruling authorities would select and choose certain interpretations that suited them, and ignore or prohibit other interpretations.
In sum, contemporary Islamic religious institutions do two important things: First, they select specific interpretations that suit their relationship with the ruling authority, or that suit the construction of their legitimate authority as a religious institution. Second, they monopolize the interpretation of the Qur’an, and criminalize anyone who does so outside the religious institution.
In fact, what religious institutions, clerics, and political Islam parties say is not sacred, but rather they are interpretations and opinions that they have no right to impose on other citizens who belong to their religion, let alone impose on a diverse and pluralistic society, such as Iraqi society, in general.
Citizens, under the authority of the civil state, have the right to practice their rituals and worship as they see fit, and others have the right not to practice any form of rituals and worship, and to define their relationship with religion according to their convictions and perceptions. Everyone has the right to be governed by one just law that does not discriminate between one citizen and another.
This rampant fever towards Islamizing the state will only lead to more societal disintegration, increased differences and conflicts, and distracting people from the vital issues of daily reality, such as services, unemployment, and unparalleled massive corruption. Moreover, raising these issues covers up the horrific failure of the ruling political class in managing the state for more than twenty years.

There is a rampant fever towards Islamization of the state.
