After a short period of time in the life of the current government headed by Engineer Mohammed Shia Al-Sudani, there is a sense of relief and satisfaction with the programs and plans it has accomplished, coupled with a saying adopted by the government cabinet since it assumed the tasks of the assignment, which is (the government of services), as Baghdad and other governorates have witnessed hundreds of development and service projects in addition to the strategy such as the development road and many others.
Addressing hundreds of stalled projects
Al-Sudani's government received from successive governments more than (1321) stalled projects, most of which date back to the era of ISIS gangs invading vast parts of Iraq in June 2014. The Ministry of Planning revealed through its press releases the number of projects that were completed, which amounted to one hundred and twenty stalled projects, while work resumed on (471) projects, including hospitals, water stations, roads, bridges, overpasses, public buildings, and others, with completion rates of three hundred and fifty-one of them reaching no less than seventy percent, while work will be done to complete these projects after providing financial allocations, as they face contractual problems and legal procedures, for which the government seeks to find the necessary solutions and treatments. A program
full of promises
The expert in national political affairs, Shaker Al-Ajaibi, said, "Despite the fact that not a long period has passed since the formation of the current government, its cabinet has rushed to adopt a ministerial program full of promises, although it is bound by specific timetables to confront the challenges of the failure of previous governments."
"The government has adopted a three-pronged mechanism for implementation in its program, the first of which relates to foreign policy, through which the prime minister was able to hold the stick in the middle after he was able to reach notable Arab, regional and international understandings, which are credited to Iraq and resulted in the country's openness to the outside world,"
he added. "The second mechanism focuses on trying to correct the course of the Iraqi economy, which has suffered from significant slowdowns at various levels, perhaps the most important of which is the instability of the exchange rate and still is, but at the same time it cannot be denied that the government program has fulfilled many promises to the Iraqi citizen, as more than half a million graduates and employees have been appointed in various government departments, contracts have been fixed on permanent staff, and there has been a significant expansion in increasing the number of families covered by social care and providing subsidies."
On the constitutional level, Al-Ajaibi draws attention to the success of Al-Sudani's government in one of its most important achievements, which is the achievement of the elections.
Government of Services
Researcher and media figure Adnan Samir Dahrib says, “The government succeeded on the level of services when it branded itself as the (National Service) government or the (Services Government). Many of the projects that began to be implemented in the Iraqi street played a major role in the satisfaction of the citizen in the first place and his endurance of the hardship of the closure of some streets and the construction of roads. For the first time, we see the citizen not complaining about these services that are provided to him and have become clearly tangible.”
"Reconstruction was not only in services and infrastructure, but there are good levels of political reconstruction, as the government today has many paths, whether local or international, whose results have become clear to the eye," he added. Dahrib added, "High oil prices and political calm at the local and regional levels until the outbreak of the Gaza crisis are factors that Iraq has long lacked, perhaps since the US invasion of Iraq in 2003. We hope for good things during the coming period of the government's life, as it is a candidate to win a second term to continue with more achievements for our honorable people."
Stability and the specter of corruption
Observers, including human rights activist Haider Al-Awadi, said that the country appears more stable than ever, and Prime Minister Mohammed Shia Al-Sudani is trying to consolidate this path, as he launched a program to rehabilitate the infrastructure and attract foreign investors.
He denied that the government's plans and programs are at risk, due to unconfirmed predictions related to the estimation of oil prices, which witnessed a decline from the price estimated in the budget.
“Some of Iraq’s problems remain unresolved, ranging from its heavy and excessive reliance on oil revenues and the volatile global energy market to the rampant corruption the government inherited from its predecessors, where the system of corruption and political favoritism remains entrenched and attempts to stifle any attempts at reform,” Al-Awadi added.
“Iraq remains vulnerable to geopolitical shocks, including in its northern regions bordering Turkey, where rival parties are fighting, and challenges abound on other fronts as well.”
Megaprojects
Economic researcher Majid Abu Kalal confirms that “the government has sought to boost the national economy by working to attract foreign investment and capital, including reviving a $27 billion deal with the French company Total, as well as with Qatar Energy to develop and produce oil and gas.”
But the most important project in Abu Kalal’s view is the great progress in implementing the stages of the Grand Faw Port and the near completion of its five docks, moving on to implementing the giant project, which is the development road that connects the ports of the south of the country to Europe via Turkey, with the participation of Qatar, the Emirates and Turkey, which will provide great economic flexibility and huge sums of money that will support the country’s coffers and reduce dependence on oil revenues, in addition to employing tens of thousands of workers.”
