Decision House excludes pass code "pay" without a political consensus between the blocks

(newsletter) ... The House decision ruled out the Iraqi coalition
MP/Mohammed al-Khalidi, pass the payment term Act and vote in the House
of representatives unless there is political consensus because there are
no major objections by parliamentary blocs on the legislation.
He
said Al-Khalidi (News News Agency): there are eight important laws
"intractable" within the House including infrastructure Act or so-called
"pay for" and cannot pass one because of parliamentary blocs political
convulsions, each looking for mass destruction and party interest.
He
added: to pass the payment term code at present is unlikely because it
must accompanied by passing laws such as the law on general amnesty or
other parties, noting that the process needs political consensus to pass
all laws and vote on them within the House.
