The Presidency has announced sending a draft parliamentary election law to the Presidency of the Council of Representatives for legislation in the coming period.
A statement from the presidency of the republic, received a (long) a copy of last Tuesday, " The proposed project has sought to balance between the various demands and requirements to reflect the common interests."
The draft suggested that the "President of the Republic is the one who sets the election date after coordination with the Council of Ministers and the Commission before the date of the ballot no later than ninety days."
Says MP Ibtisam al- Hilali, a member of State of Law bloc, L (range) that "there is a lot of the points made in the draft of the election law is the subject of controversy and differences between the political blocs and the need to make substantial modifications before they are submitted to a vote in the dome of the House of Representatives."
She Sahlani that " the law written by the Presidential Advisor Prince Kanani of the Sadrist movement who wrote the draft of this project in accordance of the Sadrist bloc Free Format", noting that " the subject of determining the age for participants in the 25 years the election will be amended to adopt the age of 30 as well as the adoption of Bakaloyos certificate instead of junior high years. "
The draft presidency that "available candidate for membership in the Council additional conditions , along with the legal requirements, including the fact that at least the age of the candidate for the twenty - five years when the nomination should have obtained a junior certificate or its equivalent in the least."

Speaking member of the Legal Committee on the draft law included a controversial points that will delay the approval, noting that " the most important points that will revolve around the differences is the distribution of electoral constituencies on the basis of a single constituency for each province."
According to the draft law, which was published (range) , excerpts of which last week that holding elections based constituency for each province, that the House of Representatives consists of 328 seats, 318 of them to the provinces, according to the administrative borders.
And go seats 10 ten remaining as quotas for the component, and Christian at the rate of one seat to theprovinces of Nineveh, Irbil and Dahuk, Kirkuk and two seats for Baghdad , one of the Armenians, and one seat for each of the two components Yezidi and networking in Nineveh, and one component Sabian Mandaean in Baghdad and one of the Kurds Faili in Baghdad.
The question being debated in the political corridors around the back to a closed list Iraq as one constituency, or the adoption of multi - circuit system within each province on the basis of the one constituency per 100 thousand people.
MP from the Kurdistan Islamic Group confirms that the "Kurdish forces does not wish the presence of this system and distribution to multiple constituencies in the next elections . They want Iraq to be a single electoral constituency allows every citizen to cast his vote from anywhere."
He said Kurdish lawmaker that "among the differences that will accompany the debate on the draft of the presidency is to adopt St Lego rate system and determine the rate, would it be a formula (1.5) or (1.6) or (1.9)." Zana happy and asserts that " the draft law needs to be more discussion and debate among the various blocs to adopt an integrated and discreet law guaranteeing the votes."
And supports the proposed law mixed system so that "half the seats are distributed in the constituency on according to a mechanism in which the order of the sequence of candidates re all in all menus, Based on the number of votes obtained by each of them, and be the first winner who got the most votes in all the lists in the province within a single constituency apart from the list, and this applies to the rest of the candidates. "
And distributes half of the remaining seats "on the menus according to the total number of votes obtained by each list, in a single constituency according to the system (St. Leko 1.5 to 3 - 5-7 average - 9 - etc.), so as to rearrange the sequence of candidates based on the number the votes obtained by each of them, and be the first winner who gets the highest number of votes, and so on for the rest of the candidates. "
In turn confirms MP Hassan Turan, a member of the legal committee, said that "all the paragraphs of a draft parliamentary election law subject to review and adjustment , " pointing to "the existence of divisions between all the parliamentary blocs on the provisions of the law and its implications."
Tauran said the parliamentarian, told the (range), " The presidency of the republic did not discuss the draft of this law content with the political blocs and the legal committee in the House of Representatives in order to avoid all the problems and reservations made by these parties." He denied the existence of the Turkmen deputy electoral system that is acceptable to all parties and blocs.
