True when abadi makes the announcement flys the flag and the Rv then the war will never be over for Iraq anyways. Rv is a big part in ending the war...

Stabilising a country is just as much a key to ending the war as is declaring victory, the key to counterinsurgency as per us rule book "COIN" are private industry, jobs, food, roof of the Their head and money!
