    The House of Representatives completed the second reading of the amendment to the Personal Status and General Amnesty Laws, and while it voted on the Agricultural Land Rental Bill, it adjourned its session until Tuesday.
    The media department of the council stated in a statement: “The acting Speaker of the House of Representatives, Mohsen Al-Mandalawi, opened the work of the session No. (10), with the attendance of 180 representatives.” He added that the House of Representatives postponed voting on the draft law to return real estate to its owners covered by some decisions of the Revolutionary Command Council (dissolved),” noting that the House of Representatives voted on the draft law on renting agricultural lands. He pointed out that the House of Representatives completed the report and discussion of the proposed law amending the Personal Status Law No. (188) of 1959, Articles 2 and 10, and also completed the report and discussion of the draft law amending the second amendment to the General Amnesty Law No. (27) of 2016, stressing that the House of Representatives adjourned its session until Tuesday. The media department of the House of Representatives had previously published the agenda for today’s session, Tuesday. According to the statement of the media department, yesterday’s session includes voting on the draft law amending the first amendment to the Martyrs Foundation Law No. (2) for the year 2016, as well as the report and discussion (second reading) of the draft law on service and retirement for the Mujahideen of the Popular Mobilization Authority. She continued: The agenda also included the report and discussion (second reading) of the draft law on ratification by the Republic of Iraq of the agreement to avoid double taxation with regard to taxes on income on capital and to prevent tax evasion and avoidance between the government of the Republic of Iraq and the government of the Kingdom of Saudi Arabia. She pointed out that the session also included the first reading of the proposed law on the protection and improvement of the environment. She explained: The agenda of the session also included completing the first reading of the draft law on the protection of intellectual property, and completing the first reading of the draft civil aviation law. The session will open at one o'clock in the afternoon. In addition, the acting Speaker of the House of Representatives, Mohsen Al-Mandalawi, confirmed that the draft law on the return of real estate contributes to enhancing stability in various regions. The media office of the acting Speaker of the House of Representatives stated in a statement: "The acting Speaker of the House of Representatives, Mohsen Al-Mandalawi, chaired an expanded meeting with the head of the government committee for Article (140) of the Constitution, Hadi Al-Amiri, in the presence of the Deputy Speaker of the Council, Shakha Wan Abdullah, the heads of the parliamentary blocs and committees, and members of the parliamentary committee for Article (140)." The statement added that "the meeting discussed the results of the work of the government committee, and the completed stages of implementing Article 140 in cooperation with the ministries and relevant authorities." Al-Mandalawi stressed - according to the statement - that "the Council is keen to legislate laws that would lift the injustice from citizens who were harmed by the decisions of the dissolved Revolutionary Command Council, and the unjust policies of the defunct regime," adding that "justice for the oppressed by restoring their usurped right contributes to enhancing security, political and social stability." He pointed out Al-Mandlawi said that “Kirkuk Governorate enjoys a special status in the draft law to return properties to their owners, which are included in some decisions of the dissolved Revolutionary Command Council, and its stability requires maintaining cooperation between the three authorities, and taking into account the sensitivity of this file by the various political forces.”[/size]
