North Korea fired what appeared to be a ballistic missile, according to reports from South Korea.
The missile was fired from the Kusong area northwest of the capital Pyongyang, Yonhap News Agency reported.
North Korea has conducted a series of missile tests this year, increasing tensions with the United States.
Pyongyang has accelerated its nuclear and missile tests in recent years despite international condemnation and UN sanctions.
Two missile tests failed last month as the rockets exploded only minutes after they were fired.
The White House said in a statement that President Donald Trump "can not imagine that Russia is happy" with the latest missile test carried out by North Korea on Sunday with the fall of the missile launched in the vicinity of Russia more than Japan.
"With the fall of the missile in an area very close to Russian territory, in fact closer to Russia than Japan K, the president can not imagine that Russia is pleased."
The White House said the launch was an appeal to all nations to impose tougher sanctions on North Korea.
Japanese Prime Minister Shinzo Abe said Japanese and South Korean foreign ministers held a telephone call on Sunday to discuss North Korea's launch of a missile.
"We will continue to coordinate closely with the United States and South Korea to respond to North Korea's position," Abe said.
South Korean President Moon Jie-en's office said Sunday that Moon "strongly condemns" North Korea's launch of a missile, which he said represents a "clear violation" of UN Security Council resolutions.
"Although South Korea is still ready for a possible dialogue with North Korea, this will only be possible when South Korea shows a change of attitude," he said.
A senior Treasury official said the ministry was considering all the means at its disposal to deny North Korea access to the global financial system to curb its nuclear weapons and missile development programs.
"We do not comment on future sanctions, but we will clearly discuss all the tools available in our arsenal to combat any illegal activity and to finance terrorism," he said.
