Shafaq News / Al-Qaeda publications appeared again in Nineveh province, which includes orders “banning “ to wear specific types of uniforms or women without scarves as well as a long list of things which are considered by Islamist militants as "Haram" or (forbidden) in the Islamic religion and expose the violators to be punished
.
These publications are another sign of the influence that was gained by militant group which appear boldly in more than one occasion and challenge the security forces
.
Before 2008 , al Qaeda militants controlled vast areas in Iraq in the provinces located north and west of the country and imposed their orders in people by force .
U.S. and Iraqi forces backed by armed tribal factions had launched a large - scale military operation at that time and expelled the majority of al - Qaeda militants and regained control of those areas
.
Al-Qaeda influence receded over recent years and lost control of the territory , although it was waging almost continuous armed attacks by car bombs and roadside bombs against government and civilian targets
.
In recent months, armed factions emerged strongly not concerned about tens of thousands of elements of the security services deployed in every inch of Nineveh province
.
Until they started to change the quality of its operations in recent years, and proceeded to displace Shabak who are Shiites, as well as targeting military headquarters scattered in residential neighborhoods by suicide bombers.
Insurgents have controlled at night, the south areas of the province, now the security services control during daylight hours only.
In a clear indication of their influence in Mosul city , militants distributed leaflets publications in a number of residential neighborhoods that bans wearing“Bermoda” or shorts by young people
.
Bermoda is a short that cover the bottom of the knee, as the militants say that the Islamic faith prevents wearing such kind of clothes
.
As Violators will be punished in a harsh warning to the seriousness of the gunmen who killed two owners of shops selling clothes on the tenth of September in Muthanna and Sayedati al-Jamela areas.
It all began when the Commander in Chief of the Armed Forces, Nuri al-Maliki announced " revenge for martyrs " operations in the Iraqi capital Baghdad and a number of Iraqi provinces , including Nineveh
.
The commander of Nineveh, Lieutenant-General, Basem al - Tai said that in his first 15 days of his leadership, he was able to arrest 202 "terrorists” and killed 15 of them and confiscated hundreds of roadside bombs and various weapons
.
These developments coincided with high frequency of targeting Shabak component by the Islamic State of Iraq and al-Sham, al -Qaeda in wing Iraq and Syria
.
Where the number of dead from Shabak people reached to 1270 since the overthrow of the former regime in 2003 until 14th of current September after a suicide bomber wearing an explosive belt blew himself up at a funeral in “Urta Kharab” village in Bashiqah district (17 km north-east of Mosul) and resulted in killing 27 people and wounding 37 others
.
At the time, Nineveh Operations Command denied the occurrence of this explosion within its responsibility and according to a statement , the commander of the Second Division in Mosul , Maj. Gen. Ali Furaiji said that this explosion occurred within the disputed areas between the federal government and Kurdistan Regional Government
.
However, the Security sources have indicated a noticeable increase in violence in Nineveh as a result of raising royalty imposed by the militant group on the people of the region
.
Al-Qaeda collects royalty by force from doctors, pharmacies, owners of the civil power generators and traders, as well as contractors and a number of government departments
.
All these actions take place in front of various security services that appear unable to control the activities of militants in the province and Mosul city.
The sources in the security services had talked about imposing procedures which has been able to reverse the collection of imposed royalty from 5 million $ last year to about 300 thousand $
.
However, this case apparently didn’t impress militants and raised their royalties again to 1.3 million $ per month, according to what a security source revealed to “Shafaq News”.
The source indicates that al -Qaeda spend this money to recruit young people , buy weapons , explosive materials and car bombings
.
It is worth mentioning that the official authorities and security services in recent years used to be proud to lift concrete blocks surrounding the government and military buildings in reference to the victory over al - Qaeda militants before it re- instated them again in the recent period
.
Although security operations carried out by the four military teams deployed in the province and local police on a continuous basis , but al - Qaeda militants significantly increased their activity against army convoys as well as assassinating officials and civilians
.
All of this comes in light of a sharp disagreement between Nineveh provincial management represented by , Ethel al-Nujaifi, one of the leaders of Motahedoun coalition and the operations command linked directly to Nuri al- Maliki , the commander in chief of the armed forces and leader of the State of law
.
This latest controversy has caused a security gap that has been exploited by insurgents since a long period of time , according to observers.
