Iraq begins intensive campaign to deport illegal foreign workers and regulate the labor market

Iraq is currently witnessing an intensive campaign to pursue illegal foreign workers and implement procedures for their deportation within the framework of government efforts aimed at regulating the labor market and reducing reliance on foreign workers, in light of the economic challenges facing the country.
The concerned authorities indicate that these campaigns come in response to the high unemployment rates among Iraqi youth, which prompted the government to adopt policies that enhance job opportunities for citizens.
The measures include deporting foreign workers who do not have legal work permits, while intensifying monitoring of companies and projects that employ them illegally.
The authorities face challenges related to controlling the borders to limit the infiltration of illegal workers and prevent more of them from entering illegally. At the same time, human rights organizations demand that the government provide guarantees for deported foreign workers and ensure that legal procedures are implemented that respect human rights.
These moves come at a sensitive political and economic time for Iraq, as the government seeks to improve economic conditions and find radical solutions to the problem of high unemployment, while ensuring a balance between the needs of the Iraqi labor market and controlling the number of foreign workers.
Economic expert Salam Rafeh explained that “the increase in foreign labor in Iraq has many negative effects on the national economy, as it exacerbates the unemployment problem among Iraqi youth, increases pressure on public resources and services, and reduces job opportunities available to citizens.”
The expert pointed out that “excessive reliance on expatriate labour weakens the development of skills among the local workforce and leads to low wages in some sectors, which negatively affects the standard of living.”
He also warned that “the continued presence of foreign workers in an unregulated manner may contribute to the exit of foreign currencies from the Iraqi market, which increases pressure on the local economy in light of the current challenges.”
For his part, the Minister of Interior, Abdul Amir Al-Shammari, directed today, Tuesday, to pursue foreign workers in violation and deport them from Iraq.
A statement by the ministry said that “Al-Shammari chaired a meeting at the headquarters of the Civil Status, Passports and Residence Directorate to discuss the working paper related to implementing the Cabinet’s decision to adapt the legal status of foreign workers in Iraq. The meeting included the Undersecretary of the Ministry for Police Affairs and the ministry’s leaders, in addition to the staff of the Civil Status, Passports and Residence Directorate, officers from the Intelligence Agency, the Director of the Relations and Media Department, and the official spokesperson for the Ministry of Interior, in the presence of representatives from the Iraqi National Intelligence Service, the Ministries of Oil, Labor, Social Affairs, and Culture, and the Investment and Tourism Commissions, in addition to representatives from the Ministry of Interior in the Kurdistan Region of Iraq and other departments concerned with implementing the working paper.”
He added that "the meeting discussed the latest developments in correcting the legal status of violators of residency regulations and the procedures related to this matter."
Al-Shammari stressed the “necessity of continuing campaigns to pursue violators and deport them from the country, as well as simplifying procedures for completing transactions related to this matter.”
