The ministerial reshuffle file has returned to the forefront once again, after the resolution of the issue of electing a new parliament speaker, which was the obstacle that prevented the reshuffle according to the prime minister, who set it as a basic condition. While there is talk of two stages for the reshuffle, political pressures are increasing on the latter, due to the “protection” that the political blocs provide to their ministers, which may put him in a very “embarrassing” situation.
The spokesman for the Victory Coalition, Aqil Al-Rudaini, says, "Prime Minister Mohammed Shia Al-Sudani is serious about making a ministerial amendment, especially since he has an evaluation of the work of the ministers of his government cabinet, by a special committee."
Al-Radini added, "Al-Sudani's move towards making a ministerial amendment does not involve any political targeting of any party, and we believe that the amendment will include approximately five ministers from different parties, and it is based on a professional assessment, and there may be a second round of amendment after the first amendment expected in the coming short period."
He added, "Al-Sudani will certainly be exposed to various political pressures to prevent him from making a ministerial amendment, with the aim of keeping the ministers. Political protection is always available to any official who has files, suspicions, or even failure in work and performance. We believe that these pressures are what are delaying this amendment and will obstruct it further."
It is noteworthy that the State Administration Coalition held a meeting last week in the presence of Prime Minister Mohammed Shia al-Sudani and Parliament Speaker Mahmoud al-Mashhadani, during which the ministerial amendment was discussed.
Last September, Al-Sudani stressed the importance of settling the entitlement to the presidency of the House of Representatives, in order to submit to the Council to approve the ministerial amendment based on the evaluation of the ministers’ performance, which aims to increase government effectiveness, according to the text of his speech at the time.
Six months after forming his government, Al-Sudani confirmed in April 2023 that he was determined, after the experience of his ministers, to make a ministerial reshuffle soon, and announced that it was a “constitutional right” that he would not give up, hinting that he would go to parliament for that purpose, and that the political blocs that reject change will be accountable to the people, according to him.
For his part, independent MP Jawad Al-Yassari stated, “There are many indications and observations on the work and performance of many ministers, and this matter prompted the MPs to submit requests to interrogate some of them, and we believe that these ministers are among those included in the expected amendment.”
It is expected that "the ministerial amendment procedures will face difficulties, despite Al-Sudani's promises to do so, especially after the election of the Speaker of the House of Representatives, as the political blocs and parties oppose this amendment, as it will affect their interests, and therefore they want the situation to continue as it is without any ministerial amendment."
He points out that "Al-Sudani cannot make any ministerial amendment without a prior agreement between him and the blocs and parties that hold the majority in the House of Representatives, as they are the ones who will vote on this amendment, and they are the ones who will nominate him as replacements for the ministers, and therefore there is difficulty in resolving the issue despite Al-Sudani's promises that he has been repeating for more than a year and a half."
In May of last year, a responsible source in Al-Sudani’s office revealed that the latter “is serious about the issue of making a ministerial amendment, and that it will be implemented after the House of Representatives approves the budget law. He currently does not want any political clash with the blocs and parties regarding changing ministers, which may hinder the passage of the budget law. Despite the approval of the budget, the amendment remains postponed.”
It is noteworthy that the most prominent ministerial amendment witnessed by the Iraqi governments was that carried out by former Prime Minister Haider al-Abadi in mid-2016, after demonstrations and the storming of parliament by followers of the Sadrist movement, and the sit-in of its leader, Muqtada al-Sadr, in a tent in front of the Green Zone at the time.
For his part, political researcher Mishaje' Al-Tamimi explains that "according to all the data and indicators, Al-Sudani will not be able to make any ministerial amendment, due to the lack of political desire to do so, especially on the part of the Coordination Framework forces, which want the ministers to continue so as not to affect their reputation by saying that their ministers failed in their duties."
He points out that "Al-Sudani realizes the difficulty of making any ministerial amendment in light of the political rejection, so he previously made excuses for the issue of electing the Speaker of the House of Representatives, and after resolving this issue, he fell into great embarrassment due to the inability to make the amendment in light of the political objection, especially from the forces of the Coordination Framework."
He continued his speech by saying, "Al-Sudani wants to maintain political and governmental stability, so he does not want to take any step that could open crises with the political blocs and parties, as he will work to try to convince them to make a limited ministerial amendment, despite the continued rejection and objection of the political forces."
