Economic expert Taha Al-Janabi warned of the negative effects of the phenomenon of dual jobs, or “double jobs,” in Iraq, where more than 800 employees work in dual jobs at Najaf Airport, including the airport director who also holds the position of Director General of Airports and Air Navigation.
Al-Janabi said, “Duplication of jobs causes confusion in work mechanisms, a decline in the efficiency of administrative performance, and a waste of public resources.”
He added, “This situation reinforces the weakness of administrative control and increases opportunities for corruption, making it difficult for regulatory authorities to track the job performance of employees who hold multiple positions.”
Economist Nabil Al-Marsoumi revealed a new phenomenon in Iraq known as “double employment,” where more than 800 employees work in dual jobs in different departments at Najaf Airport.
Al-Marsoumi stated in a post on his personal accounts that “this phenomenon includes a number of senior positions, most notably the position of Director of Najaf Airport, who also holds the position of Director General of Airports and Air Navigation.”
Al Marsoumi explained that “this phenomenon is one of the challenges that affect administrative performance in public institutions,” noting “the need to address this phenomenon by organizing appointments and unifying job duties to ensure improving work efficiency.”
For his part, Al-Janabi suggested several steps to address this phenomenon, most notably: “Establishing systems to prevent duplication of jobs and enacting laws that prevent employees from holding more than one job within government institutions, with strict penalties imposed on violators.”
He added, "Activating the role of regulatory bodies to ensure employees' commitment to their specific tasks," adding, "Developing employment plans that ensure a fair distribution of jobs and reduce the need for dual employment."
He added: Launching training and qualification programmes and preparing programmes to enhance employees’ competencies and develop their skills, which contributes to improving performance and reducing reliance on dual employment.
Al-Janabi stressed that these “reforms are necessary not only to develop government performance, but also to achieve job justice and reduce administrative corruption in the country.”
