Al-Sabah newspaper quoted a source described as high in the Ministry of Finance: The delay in approving the financial budget for the current year led to delay appointments and delete and development and stop the promotion and the annual premium for employees until the adoption of the budget this year 2018.
He added that "the only loser in the process of delayed adoption of the budget is the citizen because the launch of appointments will contribute to the employment of labor in state institutions, in addition to the delay in approving the budget have negative effects on the performance of state institutions in general."
The Ministry of Finance issued a general rule that the validity of 12/1 for the current month of actual expenses compared to the year 2017 and continue to stop the appointments either on the owners or in the form of contract and stop the transfer of staff services and stop the procedures of bonuses and promotions and stop the movement of transfers until the federal budget law.
And headed the MP Mohammed Tamim meeting of the parliamentary finance committee on Tuesday discussed the discussion of articles and paragraphs of the current year's budget 2018 and vote on the wording of a decision on the central bank deal with banks operating in the Kurdistan region.
The meeting also discussed, according to a statement issued by the Committee, a draft law granting the employee a long habitual leave and address the status of retirees to raise it to vote, as well as discuss the proposed law of electronic ration card.
The participants discussed the issue of drafting a resolution regarding the follow-up of the smuggled money from oil revenues by government officials.
The Committee hosted last Sunday, the Governor of the Central Bank Ali Alaq, and discussed the resolution of the House of Representatives No. 58 on the denial of the banks of the Kurdistan region to participate in the sale of currency auction.
