Iraqi Parliament Passes 2018 Budget Bill Without Kurdish Factions’ Presence Empty Iraqi Parliament Passes 2018 Budget Bill Without Kurdish Factions’ Presence

ERBIL - The Iraqi Parliament on Saturday passed the country's 2018 budget bill without the attendance of the Kurdish representatives in the session.

Speaking to BasNews, Rezan Sheikh Dler, a Kurdish lawmaker in the Iraqi parliament said that the Iraqi parliament approved the budget bill even though the Kurdish factions boycotted the session.

"The Kurdish leadership has to inform the international community of this action of Iraq because passing such a significant bill without the presence of the Kurds is totally unconstitutional," she added.

According to the current bill, the Kurdistan Region will receive only 12 percent, while the real percentage is 17 as both sides agreed upon it after the collapse of the regime in 2003.

After the Kurdistan Region held a referendum in September, the federal government began to punish the region, including decreasing its budget share.

Iraqi Parliament Passes 2018 Budget Bill Without Kurdish Factions’ Presence Empty Middle East Iraqi Parliament approves 2018 budget bill with Kurds boycotting the session

Post by chouchou Sat 03 Mar 2018, 6:54 am

ERBIL, Kurdistan Region (Kurdistan 24) - Iraq's Parliament approved the country's controversial 2018 budget bill on Saturday in the absence of Kurdish politicians, who boycotted the session.

"The Iraqi Parliament did not consider Kurdish demands in the budget bill," Masoud Haidar, a Kurdish lawmaker told a correspondent for Kurdistan 24 in Baghdad's Council of Representatives building.

He solemnly added, "It's time for the Kurds to decide on their destiny in Iraq."

Baghdad reduced the Kurdistan Region’s share of the federal budget to roughly 12 percent, a significant drop from its previous 17 percent allocation, the primary cause for representatives from the region to protest the bill.

The Kurdish leadership has repeatedly criticized Baghdad for inserting the decrease in the draft budget without consulting Kurdish lawmakers, who point out that since the original number had been calculated based on population, it would require a census to justify such a change.

The 17 percent budget share was agreed upon between the KRG and the Federal Government of Iraq during the transitional period after the fall of the regime in 2003. No census has been conducted in the country since the 1980s, but there are an estimated 7 to 8 million people living in the Kurdistan Region, representing between 17 and 20 percent of Iraq's population.

Ties between Erbil and Baghdad have deteriorated considerably following the Sep. 25 referendum on independence for the Kurdistan Region.

Budget passed. It is up to the court to decide. Budget set at $46 per barrel at 3.7 million export. Last month oil export was at 5.3 million at $60 per barrel. They have plenty of money, more than enough for the Kurds no matter what the court decides.

what the budget sets for oil, or anything else doesn't matter, the 17% is handed thru the constituetion an at 12% its illegal which will just slow things an try to fix another budget

Ok. Do you think the court is going to cancel the whole budget? Probably not. Lets go alone with your thinking. So, the court says give more to the Kurds. Do they have the money? Yes. And everything else will stand...like the revised pay scale.
