    Deputy Foreign Ministry Director-General Alexander Ben-Zvi confirmed on Monday that Tel Aviv is ready "as before" to conduct direct negotiations with the Palestinians, but there is a need to develop a program for these negotiations.

    "If there are direct negotiations, we can sit with the Palestinians anywhere and negotiate, but the main thing is not where we do this work, but what we will talk about," Ben-Zvi told reporters.

    "That is the question. There is a need for a program, because during the negotiations something is negotiated within a prior program from both sides. We submitted our proposals twice in 2000 and 2008."

    He pointed out that the offer of large land, exchange of land and other [proposals], he said, but the Palestinians said "no" twice, according to him.

    "But even in our country there is internal pressure, and when the other side declares no to the proposal to get most of the land, then the question arises, what do they want, it's not a game ... when a party gets everything, you're nothing. So there will be no agreement. "
