    The parliamentary legal committee revealed on Tuesday a constitutional flaw in the legislation of all laws within the House of Representatives, pointing out that the failure to form the Federal Council or the Senate to complete the legislative power to make parliamentary legislation incomplete.
    "The constitution stipulates that the legislative authority is made up of both houses of parliament and deputies in a binding manner," said Mohsen al-Saadoun, chairman of the committee. "All the previous sessions were contrary to the constitution because the council was not formed."
    Saadoun accused some political blocs of "obstructing the law of the Federal Council and not forming to ensure the uniqueness of the House of Representatives in the legislation of laws at random without a competent study."
    Al-Saadoun said that "the formation of the Federal Council guarantees the right of veto for all laws, as well as the possibility of reviewing the legislation and the legal way to correct the course of Parliament," noting that "all laws currently legislated are incomplete for the lack of full legislative authority according to the Constitution." Ending / 25 d
