    Members of the Iraqi Council of Representatives confirm that the decision to extend the legislative term of Parliament came to settle the laws that were the subject of fruitless debate during the vacancy of the position of Parliament Speaker in the past period.[/size]
    [size=45]Member of the Iraqi Parliament and Secretary-General of the National Braves Party, Mohammed Qutaiba Al-Bayati, says, “One of the priorities of the new Parliament Speaker, Mahmoud Al-Mashhadani, is to resolve the laws that were subject to sterile debate during the vacancy of the Parliament Speaker’s position.”[/size]
    [size=45]Al-Bayati added, “After his election, Al-Mashhadani decided to extend the legislative session for a month in order to settle the controversial laws, which are (general amnesty, personal status, retirement of the Popular Mobilization Forces, and real estate), stressing that “the parliament presidency and most members of the House of Representatives are determined to pass them this month.”[/size]
    [size=45]This is also confirmed by the representative of the State of Law Coalition, Mohammed Hassan Radhi, who said, “The purpose of extending the legislative term is to proceed with the important laws that were halted and delayed in the past period, as this is the main purpose of the extension.”[/size]
    [size=45]Regarding the real estate law, Radhi explains, “The issue of land and the cancellation of the Revolutionary Command Council’s decisions regarding Kirkuk is disputed between three parties (Arabs, Kurds, and Turkmen).”[/size]
    [size=45]He explains that “what the Arabs consider to be in their favor in this law is not in the favor of the Kurds or Turkmen, and what the Turkmen consider to be in their favor is not in the favor of the Kurds or Arabs, and likewise the Kurds, what is in their favor is considered not in the favor of the Arabs or Turkmen, so this issue remains controversial.”[/size]
    [size=45]He added, "This disagreement is one of the reasons for delaying the approval of this law. Otherwise, if it had been passed, the beneficiary would be the Iraqi citizen. However, sometimes the blocs have different visions than the other blocs, which is why the disagreement and delay occurred."[/size]
    [size=45]Radhi points out that “the Personal Status Law is adopted primarily by the Coordination Framework, and in reality it does not restrict Iraqi society, but rather is a choice, and in light of the new presidency of Parliament, it is expected to be passed during the coming period.”[/size]
    [size=45]For his part, political analyst Jassim Al-Gharabi says, “There are controversial laws regarding quotas and consensus among the blocs, namely the general amnesty law for Sunnis, the civil status law for Shiites, and the real estate law in Kirkuk for Kurds.”[/size]
    [size=45]Al-Gharabi said during his speech that “the political blocs insisted that these laws be in this legislative session because they agreed on Mahmoud Al-Mashhadani, and they will have an inevitable result for being presented in the upcoming elections.”[/size]
    [size=45]He explains, "The Kurds will be in front of their audience in the law to recover real estate in Kirkuk, the Sunnis will be in harmony with their audience in the general amnesty, and the Shiites with the personal status law."[/size]
    [size=45]“But these controversial laws will be difficult to pass even by consensus, because some representatives will boycott the sessions because they are not convinced by them, but in the end they will be passed,” says Al-Gharabi.[/size]
    [size=45]Yesterday, Thursday, the Iraqi Parliament decided to extend the legislative session for 30 days, starting from November 9 of this month.[/size]
    [size=45]Regarding this decision, legal expert Ali Al-Tamimi explains that “Article 58/Second of the Constitution allows the extension of the legislative term of Parliament at the request of either the President of the Republic, the Prime Minister, the Speaker of the House of Representatives, or 50 members of parliament, provided that this request is approved by an absolute majority of the number of members for reasons required by this extension, such as the enactment of laws.”[/size]
    [size=45]Al-Tamimi added, “There are a number of laws that have been read in the first and second readings and only need to be voted on, including the general amnesty law, the personal status amendment law, the state real estate law, and the Popular Mobilization Forces retirement law. These laws need to be legislated, so the extension was made at the request of the Speaker of Parliament and the members’ approval of the extension.”[/size]
    [size=45]Al-Tamimi concluded his speech by saying, “The issue of extending the legislative term is in accordance with the constitutional contexts for the necessities imposed by this extension, which are work requirements and are constitutionally available according to Article 58 of the Constitution.”[/size]
