American magazine: abject quotas bind "Abdul Mahdi" and hurt Iraq confusion

WASHINGTON (Reuters) - US Prime Minister Adel Abdul Mahdi has blocked the quota, and with the end of the first 100 days of his administration, Abdul-Mahdi's reformist program has begun to falter, US magazine Foreign Policy said.
The magazine notes that it was able to select only a handful of ministers freely, while four cabinet posts remained vacant amid compromises between political parties insisting on their candidates.
His budget has been widely criticized for failing to allocate enough money to develop services, support industrial and agricultural development, and rebuild war-stricken areas instead of allocating most of the budget resources to salaries and the security and defense sectors.
In the opinion of the magazine that Abdul Mahdi failed to make any progress in the completion of his ministry began to erode the confidence of the people gradually, and many Iraqis on the street describe him as weak and feel that he is unable to stand against the interests of influential political parties.
