Legal expert Amir al-Daimi said on Sunday that the committee set up by the House of Representatives to consider amending the articles of the constitution will not be able to perform its duties, but that members of the committee are not competent and should therefore be replaced.
"The parliamentary committee formed by the Council of Representatives on amending the constitution is supposed to be composed of jurists and judges from the Iraqi Judicial Council, as well as the presence of external lawyers," al-Daimi said.
He added, "The current committee can not succeed in submitting a report on the amendment of the Constitution because it is not competent and knowledgeable," calling on the parliament to "replace the members of the Committee with independent others who have access to the Constitution and specialists in law and the judiciary in case he wants to consider the provisions of the Constitution seriously."
Last Monday, the Council of Representatives decided, under Article 142 of the Constitution, to form a special parliamentary committee representing all components, for the purpose of making amendments to the Constitution and delivering it to the House of Representatives within a period not exceeding four months only.
