    The
    sixth regular meeting of the Council of Ministers in Baghdad today,
    Tuesday 19 February 2013, headed by Prime Minister Nouri Kamel al-Maliki
    issued the following decisions of the Council:



    1. approval of the draft law on the rights of the Turkmen to the State Council for the audit.



    2.
    authorize the sale of scrap iron power ministries to plants the
    competent civil private sector steel manufacturing in accordance with
    the law on the sale and lease of State funds no. 32 of 1991 that the
    iron scrap exported out of Iraq and allow moving between provinces
    according to the legal basis for the purposes mentioned.



    3.
    consent to give power to transfer funds between chapters operating
    budget to cover $ 6 billion dinars for the separate treatment of Iraqi
    patients abroad.



    4. approval of the amendment of the
    decision of the Council of Ministers No. (469) 2012 to authorize the
    Director General or head of mission citizenship or authorized by
    overseas visa validity for foreign investment companies and business
    experts and foreign workers as well as the authority to grant residency
    to those who wish to enter the Republic of Iraq at the request of the
    Ministry or the recipient Government body for one year and to delete
    paragraph (2) of the decision and hold the other items that the Ministry
    of labour is notified by the foreign ministries And Interior and with
    continuing work (319) 2012 and to review the relationship of the
    Ministry of labour during the week to get approvals.



    5.
    approval of the oil Minister the power to sign the framework agreement
    of principles between Iraq and Jordan and Syria to transfer Iraqi crude
    oil across Jordanian territory to export ports on the Red Sea
    coast/Aqaba as well as part of a working agreement between the Iraqi oil
    Ministry and the Iranian oil Ministry and the Ministry of petroleum and
    mineral resources of Syria about the pipeline project a carrier gas
    across Iran-Iraq-Syria-Europe and the agreement is effective from the
    date of signature.



    6. approval of the Ministry of finance
    granted an advance of 50 billion dinars to the independent High
    Electoral Commission to complete its preparations for the election of
    the Councils of governorates that are not organized in the territory of
    the electoral budget allocations are withheld when the federal budget
    law for the year 2013.



    7. ratification of the State report on economic, social and cultural rights was finalized.



    8.
    approve the issuance system of nursing and midwifery, obstetrics
    schools Prep Checker by the State Council, based on article (80/Item 3)
    of the Constitution and article (105) of the public health Act No. 89 of
    1981, taking into account the observations of the legal service in the
    General Secretariat of the Council of Ministers.



    9.
    adoption of the recommendations of the Committee resolution (54) year
    2012 on the consideration of the remaining requests for Basrah
    governorate.



    10. adoption of the minutes of the meeting
    of the Iraqi-Jordanian higher Committee/joint seventh session and signed
    by the Prime Minister and his Jordanian counterpart on 24/12/2012 g



    11.
    approval of the financial Ministry directive to banks to lend to the
    self-financing companies to cover salaries of the staff of the Ministry
    shall be borne by the repayment of loans and benefits (2%).



    12.
    approval of signing contracts for fiscal year 2013 for projects
    approved in the Ministry of planning and the approval referred to in the
    decision of the President of the hired hand is authorized during the
    fiscal year 2012 with the signing of the necessary complementary
    contracts for projects implemented or under implementation.



    13.
    approval of the amendment to help the implementation of the budget for
    2012 and the transfer of power transfers between Minister of planning
    projects to the competent Minister and the implementation of budget year
    2013 to provide rationale for transfers.



    14. amendment
    of the decision of the Council of Ministers No. (409) year 2012 by
    agreeing to lend the Iraqi Airways Company (70) million from the
    Rafidain Bank interest rate (6%) Be borne by the Ministry of finance
