    [size=45]Until late last night, the House of Representatives passed most of the articles of the 2021 Budget Law, after rounds of negotiation and conflict, which lasted for three months.[/size]
    [size=45]The political blocs, which participated in the voting session, added two articles that were not included in the draft budget, the first obligating the Council of Ministers to send the names of those in charge of the positions of independent bodies and special ranks to Parliament, by no later than June 30, to end the management of those positions by proxy.[/size]
    [size=45]As for the second article added to the law, it stipulates allocating 30,000 job grades for the return of those whose contracts have been avoided by members of the Popular Mobilization Forces.[/size]
    [size=45]5 articles (20, 38, 42, 43, 47) were dropped in the vote. Parliament voted on Article (11) on the share of the Kurdistan region smoothly. And this article was among the most prominent articles that obstructed the vote on the law.[/size]
    [size=45]Article (11) stipulates that the region hand over 460,000 barrels of oil per day to the National Marketing Company (SOMO), and then recover 30,000 barrels to cover domestic consumption and electricity production, as well as 180,000 barrels to pay production and export costs in addition to 20,000 barrels as petrodollars dues for the benefit of Region, provided that the Muslim-to-sumo ratio is not less than 250,000 barrels per day.[/size]
    [size=45]The House of Representatives rejected Article 20 of the Budget Law on imposing an income tax and deduction on the salaries of employees and retirees, including deductions from the salaries of the three presidencies and special ranks, but it completed voting on Article 21 of the Budget Law on canceling the combination of two or more salaries.[/size]
    [size=45]Parliament also voted to delete Article 38 on opening the door to investment in partnership between the public and private sectors.[/size]
    [size=45]The council also approved the deletion of Article 42 of the budget law for tourism, commercial and service projects, and Article 43 related to the sale of real estate. As for Article 47 regarding corporate assets, it voted to delete it.[/size]
    [size=45]The House of Representatives completed voting on Article 44 of the Budget Law on the sale of wheat, Article 45 regarding the sale of barley, and Article 46 regarding withholding the ration for some groups.[/size]
    [size=45]The “State of Law” and “National Approach” blocks boycotted the session due to failure to take into account the demands of the two blocs, as they claim.[/size]
