    {Political: Al Furat News} Head of the National State Forces Alliance, Mr. Ammar al-Hakim said that "building a capable state is the most effective solution to all of Iraq's problems."

    In his speech to a group of Iraqi tribal sheikhs and dignitaries in the city of Tikrit, Salah al-Din governorate center, which he arrived this morning, Mr. Ammar al-Hakim stressed the importance of communication and perpetuating visits between all parties because of its high social message.
    He praised "the role of the Iraqi clan as a social institution," noting "the importance of clans in preserving society and resolving disputes that may take years in the courts and corridors of the judiciary," noting that "the clan remained cohesive despite the attempts of some regimes to manipulate it and present and delay its characters."
    He pointed out that "the importance of building the collective Iraqi identity as a tent for all the sub-identities in Iraq," adding that "the collective identity is established by preserving the sub-identities and allowing them to express themselves, their culture, their heritage and their heritage, not by ignoring them and working to abolish them."
    Mr. Ammar Al-Hakim stressed, "The importance of managing diversity in Iraq, as it represents a source of enrichment, as we need all components of Iraq so that Iraq's bridges extend towards their counterparts throughout the region and the world."
    He continued, "Iraq is a nation that brings together multiple peoples within the framework of a unified Iraq, and that the nation's logic is a Qur'anic logic and is a basis for acquaintance and integration in light of respect for sub-identities and the rule of law."
    Mr. Ammar Al-Hakim stressed "the necessity of overcoming differences and not drowning in the events of the past, and starting from the present to build the future," stressing "the distinction between the logic of the state and the non-state."
    He said, "Building a capable state is the most effective solution to all of Iraq's problems," pointing out "the need to invest in the positive international and regional reading of Iraq."
    He called for "a conscious, broad and effective participation in the elections and we stressed the responsibility of everyone towards change," noting that "the change is gradual and that broad participation reflects the legitimacy of the political system."
