     Baghdad: Huda Al-Azzawi

Social networking sites and various media platforms in the country are awash with “leaked” official documents and communications to ministries and other government institutions, and although some leaks are anonymous, the leaker of official communications is known for a clear legal violation without the slightest deterrent, as ministerial bodies and observers accused the regulatory authorities of leaking these Correspondence to media platforms as a form of pressure and partisan assignment, and the accusations amount to blackmailing the executive authorities for purposes and interests far from the public interest. Officials in the ministries’ media expressed their dissatisfaction with the use of official documents and communications by the supervisory authority to publish them on the media. Some of those who spoke to “Al-Sabah” (on condition of anonymity) considered them a “pressure card to blackmail the executive authority.”
A spokesman for one of the ministries indicated that “most of the documents are answered officially and in accordance with the procedures, and we are surprised that this information related to the ministry is leaked by a member of the House of Representatives, and through the media, he calls on the relevant authorities to act, even though the parliament platform exists and does not require behavior this method".
The spokesman pointed out that "there are those who use old documents that they publish in order to serve their political bloc or to serve their interests," wondering: "Why are the generally accepted measures not taken in a fundamental manner instead of the excitement accompanying publication in the media?"
Regarding the legal opinion on this phenomenon, I went to the legal expert Ali Al-Tamimi, who explained that “any information leaked, whether from a ministerial or supervisory authority, is considered a business secret. and referring him to the investigation court or even taking penalties in accordance with the State Employees Discipline Law No. 14 of 1991.”
He added, “If the party that leaks information is a parliamentarian or an employee in Parliament, it is also punished according to the Penal Code, and there are penalties that extend to parliamentarians as well, including warning and warning, even if that representative causes a serious defect that is replaced according to the replacement law, the case is according to the damage who has injured others, and the aggrieved party may file a lawsuit in the court of investigation demanding that legal measures be taken to compensate for moral and material damage.” Al-Tamimi concluded his speech by saying: "The official documents that are leaked are a breach of the duties of the job and a leak of government secrets."
In turn, political analyst Dr. Haider Salman said in an interview that "many documents have been leaked by those who are supposed to be faithful to them, and some of them are very sensitive and dangerous documents that affect the security and economy of the country." He pointed out that “some deputies address the ministries and the latter are obligated to answer, but some of them brag about these documents and their results on social media, without taking into account that it is an official answer that must be preserved and a result must come out of it, and then it must be given to authorized media agencies, and they use this method for bragging.” And bragging and an attempt by them to flirt with their electorate, as if the deputy is now working as a “monitor” and proving to his voters that he is a “successful commentator.”
