"Al-Sadr" may agree to a "government of early elections", but on the condition of the political majority and the exclusion of "Al-Maliki"

Baghdad / Tamim Al-Hassan
Initial indications of the possibility of the Sadrist movement accepting the proposal that has been discussed for days within the "coordinating framework", which combines the survival of the current prime minister, Mustafa Al-Kazemi, and the holding of early elections.
This comes at a time when the "opposition", for the first time, is reaping successes in Parliament, after winning the passage of the law "criminalizing normalization with the Zionist entity" and mobilizing to vote on the law on "emergency support for food security and development", whose previous government version was rejected by the Federal Court.
Muqtada al-Sadr, the leader of the Sadrist movement, decided in mid-May to switch to the opposition "temporarily" for a period of at least 30 days, because of what he said was the increase in "fighting" against him from inside and outside and the idea of forming a national majority government, without naming any party.
The government formation crisis is approaching its seventh month, in one of the longest crises since the formation of previous governments after 2003.
According to the Sadrist movement's circles, the latter may accept the initiative that is being talked about within the Shiite coordination framework - which (range) revealed part of its terms yesterday - but with conditions.
According to the movement's circles that spoke to Al-Mada, the conditions are that "the new government should be consensual and that the parties rejected by the leader of the movement do not participate in it."
In principle, the negotiations within the "Coordination Committee" discussed part of the problems that "Al-Sadr" might raise, namely the nomination of the prime minister and the number of ministries.
According to what reached (the extent), the «the framework will not object to the name of the government candidate by the Sadrists, as it can accept 4 or 5 ministries».
But until now, the discussions within the coordinating framework of the issue of the "prohibited" by the leader of the Sadrist movement, Nuri al-Maliki, the former prime minister, and Qais al-Khazali, the leader of Asa'ib Ahl al-Haq, have not reached.
The new proposal, which is supported by a wing within the "Coordination", includes the formation of a new government headed by Mustafa Al-Kazemi, which is preparing for new elections within one year.
But so far, according to sources from the "frameworkers", the idea has not yet matured, and will not turn into an "initiative until the final position on the recent rapprochement between the Kurdish forces becomes clear."
Some parties from the "Coordination Committee" had interpreted the recent rapprochement between the two prominent Kurdish parties, the Democratic Party and the National Union, as being in the latter's interest.
However, recent indications that the "Coordination Committee" says that it touched in the Kurdish discussions, led to the latter going towards the tripartite alliance and not the other way around.
The political forces consider that the negotiation between the two Kurdish parties will cut half the distance towards resolving the crisis, as the two parties are expected to reach an agreement on the name of a candidate for the presidency.
But so far, members of the Democratic Party assert that they are not responsible for obstructing the formation of the government, but rather the "blocking third" is the one who plays that role.
As these officials believe, the crisis may not be resolved if they agree with the National Union, in addition to the fact that the current Kurdish-Kurdish discussions are primarily concerned with the internal affairs of the region.
Compete on the floor of Parliament!.
On the other hand, and on the official level of reactions to the recent developments, the leader of the Sadrist movement continues to be preoccupied with demonstrating his superiority in Parliament, and to remain silent about forming a government.
For the second time in a matter of days, "Al-Sadr" is challenging the members of the Council to vote on a new law, after he managed to win the passage of a law criminalizing normalization with Israel.
And the day before yesterday, "Al-Sadr" called on the House of Representatives to pass the Food Security Law, the copy of which was sent by the government was rejected by the "Federal Union" and caused the anger of the leader of the movement and his announcement at the time to switch to the "opposition."
The leader of the movement said in a press statement: "After God has given us the approval of the law (criminalizing normalization), it became necessary for the respected parliament to pass a service law (...), which is the (food security law) and without partisan auctions...".
Observers expect that "Al-Sadr" will continue to mobilize deputies to support laws related to the service aspect.
Manaf al-Moussawi, head of the Baghdad Center for Strategic Studies, told Al-Mada that "the summer season is coming and there are major problems in the energy system... I expect that the leader of the Sadrist movement will push the deputies to pass laws in this regard."
Al-Moussawi points out that «the parliament has full powers and the citizen should not pay the tax of the political crisis, which is what the Sadrists see in urging the passage of laws».
As part of the "Al-Sadr" competition, Asa'ib Ahl al-Haq's leader, Qais al-Khazali, presented several proposals regarding "Al-Fathi", in a move that appears to be in opposition to the current leader's ambition to pass the law.
The Secretary of the Asa'ib movement called, in a statement, to distribute the funds allocated to the ration card directly to the citizens, and to support agriculture and farmers with fertilizers.
