Parliament sets next Saturday as the date for electing its president... despite the political division

The Presidency of the House of Representatives has scheduled a session for next Saturday to elect the Speaker of the House. The Parliament’s Media Department said in a statement, “The Presidency of the Council decided to hold a session on Saturday, 5/18/2024, to elect the Speaker of the House of Representatives.”
In a new development, the Taqaddam Alliance announced, yesterday afternoon, Monday, its support for the nomination of Mahmoud Al-Mashhadani to assume the presidency of Parliament.
A statement by the coalition, a copy of which was received by Al-Mada, stated: “Out of our belief in the importance of the oversight and legislative role of the House of Representatives, and the necessity of activating this role within the political balance system that has been governed by political norms over the past years, and in support of the democratic path of the state and the necessity of preserving the unity and stability of the nation.” ».
The statement added, “After a long period of approximately 6 months in the absence of political representation for a major component of the political process, and in view of the importance of preserving this entitlement, and after a series of extensive discussions and out of concern for the Taqaddam coalition as the representative of the Sunni majority in the House of Representatives, and after agreeing with the bloc.” Parliamentary leadership; “Announces support for the nomination of Mahmoud Al-Mashhadani to assume the position of Speaker of the House of Representatives.”
The Progress Alliance called on the political blocs to “support this nomination to resolve this entitlement.” To end the obstruction, activate the role of the House of Representatives, and complete the political agreement paper that the House of Representatives voted on within the government program and the legislation and laws it included that serve the people, achieve justice, and enhance the role of state institutions and the democratic system.
In this regard, political affairs researcher, Muhannad Al-Rawi, explained that “there are political parties that fuel the Sunni-Sunni conflict regarding the election of the Speaker of the House of Representatives.”
Al-Rawi said, during an interview with (Al-Mada), that “the Sunni-Sunni conflict over the presidency of Parliament is a very intense conflict,” noting that “there are political parties that fuel this conflict.”
He added, “The recent meeting of the coordination framework forces will contribute to ending the obstruction of the election of the new Speaker of Parliament,” pointing out that “the most prominent candidates for the Presidency of the Council are: (Salem Al-Issawi, Mahmoud Al-Mashhadani, and Talal Al-Zubaie).”
Al-Rawi continues, “There are problems that will be reflected in the federal government and not just in Parliament if the file of the presidency of Parliament is not ended soon,” explaining that “important problems and laws within the House of Representatives need legislation, including: (the general amnesty law, and the law oil and gas)".
The researcher in political affairs continues, “The share of the Speaker of the House of Representatives is not the share of a specific party, but rather of all of Iraq,” calling on “the political blocs to be more solid in ending the file of electing the Speaker of Parliament.”
Al-Rawi explains that “threats and threats to withdraw from the political process are a democratic practice,” indicating that “the Sadrist movement practiced this before and the government’s work did not stop.”
It is noteworthy that the Sadara parliamentary bloc joined the National Taqaddam Alliance. It was stated in a statement by the bloc received by (Al-Mada): “Based on the belief of the Sadara Bloc in achieving justice stemming from establishing the rights associated with the right to parliamentary representation for the Sunnis in Iraq, and our confidence that the Taqaddum Party possesses the parliamentary majority representing our liberated provinces, the Sadda Bloc announces joining the Taqaddum Alliance.” To coordinate joint political action.
The information indicates that “the Shiite political forces are divided between the necessity of quickly resolving the election of the Speaker of Parliament, regardless of the method, holding the second round of elections, and placing a progressive party under the de facto status quo, while Shiite and Kurdish political forces insist on the need for agreement between the Sunni forces on a specific name and not to go for (( Imposing wills) and siding with Sunni political forces over others.
The leader of the framework, Abu Mithaq Al-Masari, said, “The division is still clear between the forces of the coordination framework regarding supporting a specific candidate for the presidency of the House of Representatives, but the majority of the framework supports the candidate Salem Al-Issawi to be speaker of Parliament, with parties from the framework going with the candidate Mahmoud Al-Mashhadani.” But the majority is with Al-Issawi.”
He stated that “Al-Issawi’s chances are the highest for being elected Speaker of the House of Representatives during next Saturday’s session, as the parliamentary majority is with him, and we expect that the second round will be decisive in favor of Salem Al-Issawi.”
He added, “The coordinating framework was waiting for a Sunni consensus to support one figure to head the House of Representatives, but this consensus was not achieved, and this is what will lead to the framework’s representatives being authorized to vote for any of the candidates according to the interest, and the majority of the framework’s representatives support Al-Issawi, and for this reason his election will take place in Saturday’s session.” ».
