    The Prime Minister held, on Tuesday, the thirty-sixth regular session of the Council of Ministers, in which the overall general situation in the country was discussed, and a number of files and topics on the agenda were discussed.
    Al-Kazemi directed all ministers to continue to work at the same pace, and to overcome all obstacles that stand in the way of implementing the interests of citizens.  
    In the context of the session, the Council of Ministers discussed a detailed report on the financial situation in Iraq, the many challenges facing the country and government measures regarding them.
    The Council of Ministers hosted the Governor of the Central Bank; To discuss a number of files related to combating money laundering operations. In light of this, the Cabinet approved the following:
    1- Approving the designation of the Federal Financial Supervision Bureau, in coordination with the Non-Governmental Organizations Department in the General Secretariat of the Council of Ministers, as a supervisory authority on the work of non-governmental organizations for the purposes of combating money laundering and terrorist financing, based on the provisions of Articles (1/17), and (7/17). ) of the Anti-Money Laundering and Terrorist Financing Law (39 of 2015).
    2- The decision was published in the Official Gazette based on the provisions of Article (1/17) of the Anti-Money Laundering and Terrorist Financing Law (39 of 2015).
    During the session, the Minister of Higher Education and Scientific Research presented a detailed report on the current state of education, with the start of the new academic year, and its procedures in implementing projects and programs for developing university facilities, maintaining the sobriety of higher education in Iraq, as well as discussing a number of administrative issues that require legal solutions. to treat it. The Cabinet approved the following:
    Adoption of the recommendations of the Ministerial Council for Human Development (7 for the year 2022) as follows:
    1- Approving the minutes of the meeting discussing the issue of overlapping buildings belonging to the ministries (higher education, scientific research, science and technology, construction, housing, municipalities, public works, industry and minerals), and implementing the paragraphs fixed therein by the relevant authorities, provided that this is done in accordance with the provisions mentioned in the expropriation law. 12 of 1981) amended, specifically what was stated in Article (22) of the Law (Administrative Expropriation), and compensation is made according to what was stated in Article (29) of the aforementioned law (compensation in kind).
    2- Work is done according to what was stated in the minutes of the joint meeting of the legal departments in the ministries (higher education, scientific research, science and technology, construction and housing, municipalities and public works, industry and minerals), held on Thursday, September 29, 2022.
    The Council of Ministers continued to discuss other topics on the agenda, and issued the following decisions:
    First, agree to the following:
    1- Postponing the collection of customs duties on non-exempt Military Industrialization Authority imports, equal to the bodies indicated in the Cabinet Resolution (23 of 2018) confirmed by Resolution (3 of 2019), for a period of 4 months starting from the date of issuance of this decision.
    2- The Ministerial Committee for National Security shall prepare a list of the materials to be included in the postponement of customs duties.
    3- The Ministerial Council for the Economy studied two Cabinet decisions (23 of 2018), confirmed by Resolution (3 of 2019).
    secondly/ 
    1- Adoption of the recommendation of the Ministry of Foreign Affairs regarding the opening of a Qatari general consulate in the Republic of Iraq in the Erbil Governorate, based on the provisions of Articles (25 and 26) of the Foreign Service Law (45 of 2008) and the Vienna Convention on Consular Relations of 1963.
    2- Iraq reserves its right to open an Iraqi consulate in Qatar in the future, according to the principle of reciprocity.
