    Today, Sunday, the Federal Integrity Commission recommended increasing the housing fund allocations and relaunching the Central Bank’s housing initiative.
     
    [rtl]A statement from the Commission received by Al-Iqtisad News stated, “The Integrity Commission proposed increasing the financial allocations to the Housing Fund, in order to cover the largest segment of citizens applying for housing loans, and to coordinate with the Central Bank of Iraq to relaunch the housing initiative and monitor the necessary allocations for that.”[/rtl]
     
    [rtl]He added, "The team in the Prevention Department, which made visits to a number of departments of the Ministry of Construction, Housing, Municipalities, and Public Works, to see the problems and obstacles hindering their work, monitored the failure of the Ministry of Finance to disburse the amount of the operating budget allocated to the Housing Fund for the year 2023, amounting to one trillion dinars." He called for “state ministries to fulfill the monthly deduction amounts from their employees who borrow from the Fund, in addition to the Fund imposing fines on borrowers who are late.”[/rtl]
     
    [rtl]He pointed out "the presence of (6,166) delinquent borrowers who owed (36,479,773,000) dinars," explaining "the difficulty of implementing the guarantor system guaranteeing the borrower, which forces the borrower to provide more than one guarantor." [/rtl]
     
    [rtl]He continued, "The Prevention Department, in a report, a copy of which was sent to the Office of the Prime Minister and the Ministers of Construction, Housing, and Finance, urged the Fund to continue paying the late financial amounts owed by investment companies and banks, amounting to (19,224,675,000) dinars," pointing out that "the Fund does not exploit the account balance." The reserve for expansion amounts to (7,241,123,000) dinars, for the purpose of expansion and acquisition of buildings for its branches in the governorates.” [/rtl]
     
    [rtl]The report recommended “expediting the on-site inspection of the properties to be disclosed, to facilitate procedures and reduce the period for granting loans, after noticing the delay in auditing citizens’ transactions in the Fund’s electronic acceptance unit for more than two months, and it was also noted that there was a large presence of lawyers in the borrowers’ hall who were charging sums from the borrowers.” In exchange for facilitating the procedures for receiving the loan.[/rtl]
     
    [rtl]He stressed "the necessity of resolving lawsuits brought against others and investigative committees for cases of forgery, bribery, embezzlement, and administrative and financial violations against employees," noting that "there are (38) lawsuits and (73) investigative committees that have not been resolved." [/rtl]
     
    [rtl]He stated that "the report touched on the Housing Department's failure to send the project financial accounts to the state treasury and its disposing of the tax deposits for the investment plan project contracts," indicating that "the financial department in the department withdrew an amount of (182,289,541,132) dinars from the trust account, the 'Deposit Bank,' at Al-Rashid Bank." Its fate and its disbursement have not been determined, in addition to his failure to pay the due tax deposits amounting to (13,245,190,477) dinars, and he also transferred (58,000,000,000) dinars from the “Deposit Bank” to the “Current Bank” in the year 2015, for the purpose of disbursement on the account of investment projects from Without obtaining the approval of the Ministries of Planning and Finance for the disbursement that was made based on the approval of the Minister of Construction, despite the lack of authority to disburse the amount, which has not yet been determined whether it has been paid or not.”[/rtl]
     
    [rtl]The report indicated, “(8,718,749,477) dinars were withdrawn from the department’s account opened at Rafidain Bank during the year 2021, while the deposit amount was (9,108,947,029) dinars, and the place of deposit and withdrawal was not known or the bank reconciliation was prepared, in contravention of the instructions and procedures that must be followed,” adding that “ The financial department in the department disbursed more than (2,705,000,000) dinars from the trust account without a reserved balance for the creditor in the account for the revolving balance for previous years.”[/rtl]
