    [size=45]The head of the Al-Hikma Movement, Mr. Ammar Al-Hakim, confirmed that the governorate councils represent the first line of defense for protecting the political system, while calling for providing a safe investment environment, supporting investors, protecting them, and protecting their rights.[/size]
    [size=45]Mr. Al-Hakim said in a statement: “Today we conducted a visit to Babylon Governorate and met with Governor Adnan Faihan, the head and members of the Provincial Council, members of the House of Representatives from the governorate, directors of its service departments and security leaders, and we reviewed the cultural and historical status of Babylon Governorate, its population weight, and its role in the history of Iraq.”[/size]
    [size=45]Mr. Al-Hakim stressed “the necessity of containment and communication with all parties and the priority of services to maintain popular satisfaction,” noting that “provincial councils represent the first line of defense to protect the political system.”[/size]
    [size=45]He called for “compensating the governorates that harnessed their capabilities to perpetuate the war on ISIS,” pointing out that “the provincial councils bore great burdens due to their direct contact with the citizen and the lack of capabilities, which gave the councils an image of being an extra administrative circle.”[/size]
    [size=45]He stressed “the necessity of integrating roles,” warning of “the absence of governorate councils because of their role in growing corruption and the absence of a fair distribution of wealth between regions.”[/size]
    [size=45]Mr. Al-Hakim held “the provincial councils responsible for changing their impression and winning them through service and avoiding conflict,” stressing “the restoration of the powers of the provincial councils.”[/size]
    [size=45]He called for “a unified vision from all local governments to restore powers,” pointing out “the importance of giving priority to the decentralization project over centralization, and granting powers to the region and withholding them from the governorates represents discrimination among Iraqis.”[/size]
    [size=45]He stressed “the equation of proper planning, proper implementation, and specific time frames,” calling for “providing a safe investment environment, supporting investors, protecting them, and protecting their rights.”[/size]
    [size=45]He stated that “investment provides job opportunities, stimulates the economy, and achieves strategic security,” stressing “defining an economic identity for Babylon that suits its agricultural and industrial status and its cultural and historical dimension.”[/size]
    [size=45]He stressed that “Babylon is a transit governorate for the central and southern Euphrates governorates on the one hand and Baghdad on the other hand, which increases the pressure on it, and it needs exceptional budgets commensurate with its situation,” calling for “the return of the displaced, the treatment of water scarcity, the use of modern methods for irrigation, and the lining of rivers and streams.”[/size]
    [size=45]Mr. Al-Hakim called for “moving lagging projects, especially infrastructure and sanitation projects, and the distribution of land plots, because construction stimulates the economy, provides job opportunities, and attracts people to their homeland,” calling for “dealing with drugs in a different way, as the user is sick and needs psychological and social treatment, and he is not a criminal, a trafficker or a pusher.” [/size]
