    [size=45]It seems that the decision to remove the army from the cities will be implemented, after the political forces agreed to implement it by assigning the task of maintaining security to the police and the intelligence agencies supporting them.[/size]
    [size=45]A member of the Sovereignty Alliance, Hazem al-Rudaini, said, “The ministerial platform that the House of Representatives voted on when it granted confidence to the government of Muhammad Shia’ al-Sudani included a clear paragraph, which is the redeployment of military forces outside the cities.”[/size]
    [size=45]Al-Rudaini added, "The security tasks will be assigned to the police forces and other formations of the internal security forces, which has been approved by parliament." He pointed out, “The application of this paragraph does not mean denial of the sacrifices of the Iraqi army, the popular and tribal mobilization forces, and the Peshmerga in confronting the terrorist organization ISIS, defeating it and liberating cities.”[/size]
    [size=45]Al-Rudaini pointed out, "The general situation at the present time has changed, with a clear security stability that requires restoring the situation to what it was and life to normal."[/size]
    [size=45]And he indicated that “the general security contexts include the military forces remaining outside the cities in their camps, provided that the management of the security file in the cities is left to the police and the parties associated with them.” Al-Rudaini believes that “Iraq has reached a stage in which it requires transformation into a civil state, an end to the state of militarization in the street, and an end to the state of wars that cost us great sacrifices.”[/size]
    [size=45]And he stressed, “The government is obligated to implement the political agreement paper in all its paragraphs, including the issue of military withdrawal from cities.”[/size]
    [size=45]Al-Rudaini concluded, “The main criterion for determining the government’s work is the extent of its commitment to its promised provisions. Just as the political blocs must support this government and not deviate from it, the government, on its part, has obligations in order to maintain this support, and we are optimistic about that.”[/size]
    [size=45]For his part, the representative of the State of Law Coalition, Thaer Makhaif, said, "The army's missions in all countries of the world are to protect borders and deter attacks that occur on the country."[/size]
    [size=45]He continued, "The duties of the police, by virtue of international laws and experiences, are to control internal security and combat crime with the support of the intelligence agencies."[/size]
    [size=45]He pointed out, “The presence of the army inside cities involves sabotaging social behavior and has a negative impact on education in general, with fears of attacks, and this is something registered in all countries of the world, and it is not just an accusation.”[/size]
    [size=45]And Makhaif said, “All international experiences have shown that the army’s presence in cities results in non-positive behavior, unlike the police forces that are trained to deal with civilians.”[/size]
    [size=45]And he added, "Iraq, during a certain period of time, was absolutely necessary to keep the army with its barracks inside the cities in order to maintain security and confront the threats of the terrorist ISIS gangs, and before them the terrorist organization ISIS."[/size]
    [size=45]He concluded, "The security situation is stable at the present time, and we have to rely on the police, which has become an important and large agency capable of carrying out its duties in maintaining internal security in cities." And an official military statement had announced on the fifth of this month, that “the Joint Operations Command held an important conference chaired by the Minister of Interior, Abdul Amir Al-Shammari, and in the presence of the National Security Adviser, the Army Chief of Staff, the Deputy of the Joint Operations Command, and the committee charged with transferring responsibility to the Ministry of the Interior.”[/size]
    [size=45]The statement referred to "discussing the timing and context of transferring responsibility within the cities center between the units of the Ministries of Defense and Interior and building roles in security responsibility."[/size]
    [size=45]It is noteworthy that Iraq relies, in establishing security within cities, on all formations of the armed forces, including the army, which established many barracks and checkpoints during the past years.[/size]
