The civil defense media official, Nawas Sabah Shaker, said in a press statement, "The Civil Defense Directorate is a government department that operates according to Law No. 44 of 2013," indicating that it is "concerned with safety procedures, including the wet and dry fire system, the distribution of fire extinguishers, emergency ladders, notes installed in emergency exits, and other matters." of safety.”
He explained, "After the incident of the collapse of the National Laboratory building in Karrada, the civil defense teams took the initiative to conduct in-kind checks and fix notes on buildings in Baghdad and the provinces," noting that "
He called, "Engineering departments and relevant authorities to follow up on those buildings by examining the soil, pillars, reinforcing bars used, bills of quantities, construction methods, construction engineering, and other matters."
He added, "The Directorate is making a list, according to the law, of the owners of public and private projects and the systems that must be provided in the project according to the type of commercial activity, such as a factory, a ministry, or a department, and fixing the notes, and after the first half, the defense teams visit the project to ensure the availability of the supplies that were installed in the project." The first disclosure, and in the event that the projects do not comply with providing the requirements, they are transferred to the dismissal session, which is more like a mini-court according to the Civil Defense Law, Articles 20 and 21, and it is fined with a fine ranging from 250 thousand to one million dinars.
He pointed out, "The Directorate of Civil Defense is in the process of amending the paragraphs of the law and imposing a fine that may reach 15 million dinars, in addition to closing the entire project until safety and security conditions are met in that building, as the current fine is considered simple and non-deterrent."
Shaker demanded, "The media cover the issue of issuing the new law on civil defense and expedite its implementation in order to reduce accident rates and deter violations," noting that "31 thousand accidents annually as a result of irregularities and randomness in the construction of buildings and warehouses, as well as the lack of safety and security conditions in those projects." .
