    [size=45]Parliament is witnessing a struggle over seven committees that are described as important, as the large blocs of the State Administration Alliance tend to acquire them on the basis of components and electoral entitlement.[/size]
    [size=45]Representative Hassan Al-Sabri said, "Parliament was late in resolving its committees for many reasons, the first of which is that the withdrawal of the Sadrist movement and the resignation of its bloc led to voids in all committees."[/size]
    [size=45]Al-Sabri added, "New deputies have entered parliament from different blocs as replacements for the Sadrists who resigned, and it was necessary to distribute them to the committees."[/size]
    [size=45]He pointed out, “The committees are divided according to importance into three degrees. The first degree, called (A), is considered the most important and includes financial, integrity, legal, security, oil, investment and foreign affairs, and it is the one around which the conflict revolves.”[/size]
    [size=45]Al-Sabri stressed, "The distribution of members to the committees was fair at the beginning of the current electoral cycle, but after the withdrawal of the Sadrists, there was an imbalance due to the entry of new representatives with whom the scales have changed in favor of some political forces, foremost of which is the coordination framework."[/size]
    [size=45]And he continues, “This prompted Parliament to take a decision to reconfigure the committees and vote on their members again, according to the changes that took place.”[/size]
    [size=45]And Al-Sabri went on to say that “the process of voting on the committees has changed according to the rules of procedure, after it used to be done by voting on the members of the committee all at once, today voting is on each member of the committee individually.”[/size]
    [size=45]For his part, the other representative, Majid Shankali, stated that "the seven important committees will distribute their presidencies according to the political agreements, three to the Shiite component and two to each of the Sunnis and the Kurds."[/size]
    [size=45]Shankali added, "The Kurds will get the presidency of the legal and foreign committees, while the Sunnis will get the oil and integrity committees, and the rest will go to the Shiite component."[/size]
    [size=45]He pointed out, "There is another struggle over the (B) committees, but not at the same level, because all deputies want to be members of the important committees."[/size]
    [size=45]Shankali stressed, "The membership of the 25 committees has become complete, and conflicts have begun to take place over their presidencies, and we hope that there will be a consensus soon."[/size]
    [size=45]And he believed, "The importance of the position of the chairman of the committee comes from his representation of this committee in the meetings of the heads of the committees or the meeting with the presidency of the parliament and in attending some conferences and direct contact with the concerned ministry."[/size]
    [size=45]Shankali concluded, “The necessity of granting committee presidencies to members who have professionalism, competence and experience.”[/size]
    [size=45]For his part, a member of the Wisdom Movement, Fahd al-Jubouri, stated that "every deputy has the right to be the head of the parliamentary committee or his first or second deputy."[/size]
    [size=45]Al-Jubouri continued, "The issue will be resolved in the light of political agreements and consensus, especially within the State Administration coalition, as it controls the largest number of parliamentary seats."[/size]
    [size=45]He pointed out, "The committees are currently managed by the presidencies of the age, but their resolution with authenticity will help to develop parliamentary work, whether in terms of the legislative or oversight side."[/size]
    [size=45]Al-Jubouri concluded, “The political custom guarantees that every bloc obtains a ministry, so the chairmanship of the committee concerned with this ministry will go to the other bloc, so no single political party combines a government portfolio and a parliamentary committee with one competence in order to ensure real oversight of executive performance and political non-alignment.” ".[/size]
    [size=45]Independent MP Yasser Al-Husseini said, "Empowering all deputies, whether they belong to large and small political blocs or independents, will lead to one way out, represented by diversifying parliamentary work."[/size]
    [size=45]And he believed that “taking over parliamentary committees by the participants in the government alone does not contribute to reaching good outputs or consistent with the public interest.”[/size]
    [size=45]Al-Husseini stressed that "all political blocs, especially the large ones, are pushing for the non-appointment of independents in parliamentary committees and are trying to exclude them."[/size]
    [size=45]And he continues, “The talk of these blocs about electoral entitlements that requires them to obtain committees similar to ministries is acceptable, but the opinions of others should be taken into account and their rights should not be confiscated.”[/size]
    [size=45]The House of Representatives voted to form permanent committees for the current session, which are legal, financial, security, defense and integrity, oil and natural resources, foreign relations, services and construction, electricity and energy, economy, industry and trade, investment and development, strategic planning and federal service, health and the environment, and non-regions and governorates. Organized by region, transport and communications, culture and tourism, antiquities and media, education, higher education, migration, displaced persons, community reconciliation, martyrs, victims and prisoners, human rights, endowments and clans, women, the family and childhood. According to parliamentary sources, expectations indicate that the members of the committees will be named next week, and that each committee will include in its membership from 3 to 21 deputies.[/size]
