The media office of the head of the Victory Coalition said in a statement, of which Mawazine News received a copy, that "The Victory Coalition held its general conference headed by Haider al-Abadi, today in Baghdad, in the presence of the leaders of the coalition, its members and fans from all provinces, and the conference opened with a welcoming speech, and listening to the anthem." Al-Abadi pointed out, “The Victory Coalition believes that the effective national governance system is the main lever and the solid core that is capable of preserving the existence, well-being and sovereignty of the state, and that ethnic sectarian consensus, abhorrent quotas, corruption, parties swallowing up the state, currents or groups overpowering the state, fragmentation of the unity of the state’s action and the dependence of its will on the foreigner.” All of them are elements of the annihilation of the state, and that the best form of the political system is the national political system based on the trio of the state of citizenship and institutions, effective good governance and a unified, solidarity-based people.
Al-Abadi addressed, "His speech to the members of the coalition at the end of his speech by saying:" You are the solid nucleus of victory, and its solid organizational structure, so be worthy of self-responsibility and nationalism, imbued with the thought of victory, and seek collective action and the supremacy of the spirit of brotherhood and cooperation among you.
And he continued, the statement, that "the attendees chanted the oath of belonging to the Victory Coalition, serving the country and the people, and pledging to abide by the national principles of the coalition, and after that they discussed their working papers and activities, and the interventions and proposals were listened to."
And he indicated that "during the conference, the attendees elected the "Victory Council", which represents the General Assembly of the Coalition, and was granted confidence by the General Assembly in its capacity as its representative."
The council represents the highest representative authority in the coalition, and its decisions are enforceable and binding on all coordinators and governorate offices. It is responsible for approving the general policy of the coalition, the mechanisms for elections and nomination in its organizational structures, programs, work plans and required activities, and following up on their implementation with the president of the coalition, in addition to approving the internal system of the coalition and formulating positions. He has general duties, and also among his duties is to supervise and follow up on the work of the coalition formations, including specialized or local coordinators, and the formation of coordinators, committees, and work teams upon a proposal from the head of the coalition.
