    The Minister of Industry and Minerals, Khaled Battal, confirmed today, Wednesday, that one of the priorities of the government of the Prime Minister, Muhammad Shia’a al-Sudani, is the advancement of the industrial sector, and while he revealed a plan to support the private sector, he declared his ministry’s full support to make room for the private sector and not compete with it.
    Battal said, during the activities of the Mineral, Petrochemical, Fertilizers and Cement Investment Conference, which was attended by the correspondent of the Iraqi News Agency (INA): "This conference is the first of its kind held by the Ministry of Industry and Minerals, which we look forward to establishing a real partnership with internal and external private sector companies."
    He added, "The current government, headed by Eng. Muhammad Shia' al-Sudani, has set among its priorities the advancement of the Iraqi industrial sector in the fields of mining, fertilizers, petrochemicals, cement and other fields to contribute to achieving the goals of the Iraqi national development plan in terms of increasing the industrial sector's contribution to the gross domestic product and providing job opportunities and Iraq's aspirations to achieve Sustainable Development Goals 2030 through optimal utilization of the mineral resources and minerals that God has endowed with Iraq and its people, whose exploitation has unfortunately been delayed due to the circumstances that Iraq has gone through from repeated wars, the latest of which was the war with the terrorist ISIS gangs, which led to the destruction of many of the factories of the Ministry of Industry and Minerals.
    He continued: “For example, the phosphate fertilizer plant in Al-Qaim, the nitrogen fertilizer plant in Baiji, the Al-Mishraq sulfur plant in Mosul, and many other factories. Completely new factories to keep pace with industrial technological development.
    And he continued: "As the affected factories are from the seventies and eighties of the last century, if they were not older than that, which is reflected in the increase in production and its quality, in addition to taking environmental standards and determinants for no reason."
    The minister indicated, "The vision of the Ministry of Industry and Minerals in the next stage is to focus on strategic industries that contribute to creating job opportunities for Iraqi youth."
    And he indicated that "the creation of these opportunities will be either directly through work in these projects, or indirectly through the contribution of the products of these projects in moving the industrial and agricultural sectors by reviving the manufacturing sector and providing the necessary materials and modern irrigation systems to achieve food security in light of the circumstances." And the environmental variables that the world suffers from in general and Iraq in particular, which is classified as one of the five countries in the world most affected by climate change.
    And he added, "On the other hand, the ministry's vision with regard to the detailed and transformational industries is to give way to the private sector and not compete with it, and this comes through projects that are established and managed by the private sector on its own or through partnership contracts between the public and private sectors and the great advantages of that partnership based on the provisions of Article 15 III of the Public Companies Law of 1997, which is an advanced case for partnership between the public and private sectors.
    He continued, "The benefits provided by this partnership are completely similar to similar investment benefits announced by the National Investment Commission, which we consider the main partner in many future projects, based on the provisions of Law No. 50 of 2015, which is the second amendment to Investment Law No. 13 of 2006."
    He pointed out, "On this occasion, the Ministry announces its full support for the private sector, and enabling it of its capabilities to support the Ministry's companies as well, by concluding real partnership contracts for authentic companies with an acceptable financial structure, according to the new guideline that will be issued in the next week after reviewing the old guide and bypassing Some observations that emerged during its implementation to achieve integration between the public and private sectors, as well as support for the mixed sector and their companies.
    The minister stressed, "We will work to address its problems in the near future, after we have identified these problems and put in place possible solutions for them, and here is the reference to Cabinet Resolution No. 188 of 2023, which set solutions to many problems of the private sector," explaining: "After a decade Many meetings with representatives of the private sector, and we discussed in the Ministerial Council for the Economy, and the meetings of the President of the Council with the private sector, which led to these treatments as a first reform calculation, and we are working to complete them successively.
    And Battal added, "The convening of this conference comes after conducting a comprehensive survey of partnership and investment opportunities in the industrial sector, especially those opportunities that can be considered a priority in the work of the ministry and its companies, which will be presented successively over two days, punctuated by discussions and opinions."
    The minister said, "We will strive to take the ideas and observations that are presented seriously to reach the desired goal, which is the establishment of industrial projects that contribute to achieving the goals of development in the industrial sector, as stated in the government program of the current government."
