    Former member of the Finance Committee in the Iraqi parliament, Ahmed Hajj Rashid, confirmed today, Friday (August 18, 2023), that the Federal Financial Management Law contains paragraphs dealing with dealing with the governorates of the region, not only the governorates that are not organized in a region.
    Hajj Rashid said in an interview with "Baghdad Today" that "Articles 27, 28 and 29 of the Financial Management Law deal with the provinces of the region, and non-oil revenues go to the federal government, and it delivers 50% of the tax and customs revenues to those provinces."
    He added, "The Kurdistan Regional Government will not be satisfied with this matter, and certainly this issue will hinder reaching an agreement between Baghdad and Erbil," noting that "when we allocated funds in the Finance Committee in 2021 to the provinces of the region, Sulaymaniyah accepted them, and Erbil refused to deal directly with the federal government."
    A delegation from the Federal Office of Financial Supervision visited the Kurdistan region to see all the numbers and papers related to the oil and non-oil revenues of the Kurdistan Region, as well as the volume of spending and salaries, as the Federal Budget Law for the year 2023 included a condition that non-oil revenues be delivered to Baghdad, and then 50% of them are allocated To these governorates that are organized or not organized in a region that includes border crossings.
    Earlier, the former Undersecretary of the Minister of Finance, Fadel Nabi, said that the biggest problem is in non-oil revenues, as the region considers customs revenues to be only sovereign and 50% of them are for the center and 50% for the region, but the federal government wants to control all revenues, including customs, taxes and fees. .
