The Commission for Human Rights criticized the concerned authorities for the lack of accurate statistics on the prevalence of begging, especially among women and children, and the lack of enforcement of penal laws for this phenomenon, which clearly contributed to its spread.
The director of the media center of the National Office of the Commission for Human Rights, Sarmad Al-Badri, told Al-Sabah: The Baghdad office of the High Commission for Human Rights participated in the meeting of the Committee for the Reduction of Beggary and Homelessness in the Baghdad Governorate in order to discuss taking urgent measures to confront this phenomenon, which has taken up a large space as it can. From being hotbeds of corruption, human trafficking and the spread of drugs.
He noted that the Commission indicated that there are no real statistics or numbers on beggars and child and women labor in the streets by the relevant authorities because of its inability to control these numbers.
Al-Badri explained the significant deterioration of the economic situation and the lack of national policies and plans to develop children’s skills and develop their mental and physical capabilities, as well as the absence of legislation that explicitly criminalizes begging and vagrancy even among children under the legal age, as well as the lack of criminalization of engaging children in begging by adults. It is one of the factors that contributed to the expansion of these phenomena, bearing in mind that the Iraqi Penal Code considers begging as a social crime that requires imprisonment, but it is not enforced.
And he indicated that the committee decided to approach the Media and Communications Authority in order to adopt television programs to educate the community about the need to combat the phenomenon and hold accountable the people behind their exploitation in cooperation with the judicial authorities, in addition to addressing the Sunni and Shiite endowments to urge imams and preachers of mosques in order to deal with this phenomenon and raise awareness of its danger to society. .
