Enforced disappearance, human rights and freedom of expression at the table of the House of Representatives

The Parliamentary Human Rights Committee called for the transformation of human rights offices in ministries into general directorates, and while it indicated the return of the enforced disappearance law to the government and the imminent vote on the freedom of expression law, it confirmed that the file of new members of the Human Rights Commission would be resolved after Eid al-Fitr.
The head of the committee, Arshad Al-Salhi, said: “The human rights file is sensitive and dangerous, and there are institutions concerned with it, whether the committee, civil organizations, the Human Rights Commission, or the directors of the human rights departments in the Ministries of Interior, Defense, Foreign Affairs, and Justice.”
Al-Salhi added, in an interview with “Al-Sabah,” that “there is a proposal to transform human rights offices into general directorates in all ministries,” acknowledging the occurrence of human rights violations in Iraq, explaining that “in general, human rights are violated, in education, housing, and health, in addition to Prisons are overcrowded by 300%, according to the Minister of Justice, and these prisons are not regular and contain violations of human rights standards.
Regarding the status of some laws, he stated that “the enforced disappearance law was returned to the government at the request of the political blocs, and the committee had no objection to continuing to read it, but the refusal came from the Presidency of the House of Representatives,” indicating that “there are files ready in the committee, including the file of the Human Rights Commission.” All that remains is to conduct interviews with applicants after Eid al-Fitr.”
Regarding the Freedom of Expression Law, the Chairman of the Human Rights Committee explained, “I would like to send a message of reassurance to those who fear the Freedom of Expression Law agreed upon in its current form in the Human Rights Committee,” considering it “a law that meets the ambitions of civil organizations, and we will not allow mouths to be silenced, and we call on all organizations.” To meet with the committee and review the law.”
