    Today, Monday (October 30, 2023), the Independent High Electoral Commission revealed the date of its approval of candidates for the provincial council elections, while indicating that it had taken precautions early to prevent any tampering with the results.
    Commission spokesperson Jumana al-Ghalai told “Baghdad Today” that “electoral campaigns begin in every electoral process a month before the polling day and end the day before the special voting day, and there is a system for electoral campaigns issued by the Commission to take into account the aspects related to how to start the formal aspects of propaganda.” Electoral system, this system has a set of controls, and all political blocs must observe those controls.”
    Al-Ghalai stated, “The electoral campaign system contains a set of articles that emphasize adherence to places for advertising, which are determined by the Baghdad Municipality and municipal departments in the governorates, preventing the publication of pictures of parties and candidates in polling centers or areas close to them, and preventing the exploitation of any of the Commission’s resources for electoral propaganda.” It is prohibited to use the buildings of ministries, state institutions, and places of worship for electoral promotion, and it also prohibits the use of the official state emblem, etc.
    She added, "With regard to the controls related to social networking sites, they are the same conditions and materials imposed by the electoral campaign system. There are special committees that monitor the extent of parties' and candidates' commitment to electoral propaganda, and a legal penalty will be imposed on the violator according to each violation."
    She stressed, “The Commission is taking early precautions to prevent any tampering with the election results, especially since voting will only be for those holding a biometric card, and in the previous elections everyone saw the accuracy of the results, the accuracy of the vote, and the absence of any technical problems in this matter.”
    The commission's spokeswoman continued, "The approval of the election candidates may take place today, Monday, or tomorrow, Tuesday, and after the approval of the candidates, we will know the number of excluded people and the number of final candidates. Until the moment, the number is fluid and cannot be talked about accurately, but so far the excluded are (461)." However, after the approval of the candidates, the final numbers will be known.”
    The Iraqi government has set next December 18 as the date for holding local elections, while affirming its support for the Election Commission to carry out its tasks and provide all the requirements for the electoral process, in a way that guarantees fair, impartial and transparent elections.
    The elected provincial councils are responsible for selecting the governor and the governorate’s executive officials, and they have the powers to dismiss, appoint, and approve the project plan according to the financial budget allocated to the governorate by the central government in Baghdad, in accordance with the Iraqi constitution in force in the country since 2005.
