Most of the houses were divided into 3 or 4 parts, to the point that citizens no longer began obtaining a building permit because the municipality basically does not give a building permit for small areas and it is considered a violation, but despite it being a violation. However, it continues to expand without being removed or stopped, which raises questions about the secret of the continuing violations in construction.
    The Parliamentary Services Committee considered today, Monday (December 11, 2023), that the lack of follow-up is the reason for the presence of violations in the construction of residential homes in the capital, Baghdad, over the past years.
    Committee member Madiha Al-Musawi told “Baghdad Today” that “there are major violations in construction operations, whether in homes, commercial or residential buildings, and this is due to poor follow-up by the relevant authorities, as well as some corruption operations, which prompted the completion of many construction works.” Violation.
    Al-Moussawi stated, “The House of Representatives is working on legislating a law regulating slums as well as agricultural lands in order to develop legal solutions for many building violations and cleaning the areas according to government demarcation and planning, without any encroachment on public property.”
    The member of the Parliamentary Services Committee added, "There are no accurate numbers for the number of homes and buildings built in violation, but these numbers are very large, and quick solutions must be developed to reduce such negligence. There is great government interest in this aspect, and perhaps we will witness development in this sector during the next few months." ".
    The areas of the capital, Baghdad, are witnessing major construction violations, whether in terms of random construction on encroached lands, or cutting and dividing large agricultural lands and selling them as residential plots, as well as dividing residential houses into 3, 4, or 5 small houses sometimes, until some areas of the capital, Baghdad, witnessed the sale of Houses with an area of ​​​​only 30 square meters.
    The Ministry of Planning estimates the deficit in housing units in Iraq at approximately 3.5 million housing units.
    Last Saturday, the Baghdad Municipality revealed that the fines imposed on building violations, such as dividing houses or raising the building to 3 floors without permission, had been raised to four times the previous fine.
    On the other hand, citizens believe that the Baghdad Municipality and municipalities allowing the violation to occur in the first place, and not being held accountable for it except when the house is sold and taking the fine for the violations during the inspection, is an intentional measure by the concerned authorities, to obtain financial revenues for each violation and for each new sale of the same house. Violators, which sometimes reach 5 million dinars for each violation.
    The Baghdad Municipality had revealed in October of last year 2022, that “municipal departments issue building permits according to a building area of ​​200 meters or more, and the municipality does not have building permits for less than 200 metres,” pointing out that “the municipality’s reliance on the old law caused a problem.” A large number prompted the citizen to divide the floor into 50 meters, without obtaining approval.”
    He added, "A fine will be imposed on floors less than 200 meters in accordance with the fine controls specified in 2014."
