Yesterday, Saturday, US President Joe Biden informed Congress of the details of the strike carried out by the army in Baghdad last Thursday, which resulted in the killing of Mushtaq Talib al-Saidi, assistant commander of the Baghdad belt operations of the Popular Mobilization Forces, nicknamed “Abu Taqwa.”
Biden said in a letter to the Speaker of the House of Representatives that the decision he took to launch a military strike in Iraq came “within the framework of his responsibility to protect American citizens,” stressing his readiness to “take further measures, as necessary, to confront further threats or attacks.”
The letter stated: “I directed this military action in accordance with my responsibility to protect the citizens of the United States at home and abroad, and to promote national security and foreign interests, in accordance with my constitutional authority as Commander-in-Chief of the Armed Forces and as President of the country.”
He added that his country “took this necessary and proportionate measure in accordance with international law,” considering that the United States “exercised its inherent right to self-defense, as stipulated in Article 51 of the United Nations Charter.
