Government spokesman Bassem Al-Awadi revealed the outcome of the government’s efforts to pursue those wanted on corruption charges inside and outside Iraq and the number of arrest warrants issued. While he announced the recovery of 25 wanted persons, he pointed out that Prime Minister Muhammad Shiaa Al-Sudani directed the adoption of the recovery of wanted persons as one of the factors for evaluating the relationship with any country.
Al-Awadi said, “Last year was a year of harvest in the fight against corruption, and the result is very clear for those who want to return to the National Integrity Commission website and follow the news and numbers presented and compare the years 2023 with 2022 and 2021, as we notice a jump in numbers in the field of fighting corruption and recovering wanted persons.” Noting that, “last year, the Integrity Commission was able to recover 18 wanted persons.”
He added, "Prime Minister Muhammad Shiaa Al-Sudani personally adopts this file through the role, activity, and reports of the Integrity Commission, in addition to the competent Iraqi courts," pointing out that "what happened last year of great work in the Integrity Commission confirms the seriousness of the Iraqi government in dealing with... On this file and its determination to fight and reduce corruption is one of the government’s five priorities on which the entire government program was designed.”
He stated, "The timing of the anti-corruption conference, which was held a few days ago, was intended to send a message to all institutions that the conference was launched at the beginning of the new year and that the issue of combating corruption will receive the highest priority."
Regarding how Iraq requests the extradition of wanted persons from countries, he explained, “In submitting the request, the accusation cases and the money that must be recovered are documented, and Iraq’s cooperation in extraditing wanted persons accused to countries is confirmed and the response must be in accordance with the principle of reciprocity.”
He stated, “The directives of Prime Minister Muhammad Shia al-Sudani to the relevant Iraqi institutions, including the Ministry of Foreign Affairs, confirm that diplomatic communication with countries and the implementation of foreign policy must not focus on trade and economics and must focus on security and intelligence cooperation and the extradition of wanted persons, whether they are security personnel or those accused of corruption or any crime.” Outside Iraq, it is one of the factors in evaluating relations with countries, and therefore any relationship with any country will have this issue as one of its priorities.”
Al-Awadi stressed, “The need to support the process of recovering wanted persons with legislative aspects and agreements with countries, as well as for the relevant ministries, interior and foreign affairs, and security agencies to conclude agreements for security and intelligence cooperation and the exchange of wanted persons and criminal information,” explaining, “These agreements will complete the process of handing over wanted persons and smuggled funds.”
He stressed, "There are 55 people within the wanted circle and retrieval warrants were submitted against them and they were rejected because they obtained citizenship and the passport of the country in which they are located, even though they are wanted by Iraq, and those countries refuse to extradite wanted persons unless there is a bilateral agreement between Iraq," pointing out, He pointed out that "there is suffering in retrieving wanted persons and it must be solved through legal means."
He stressed, "Cooperation with international organizations is a vital issue, and there is a group of international organizations that support Iraq greatly in anti-corruption issues, including those affiliated with the United Nations and some organizations outside the United Nations. The Integrity Commission has also signed agreements with independent European organizations from Germany, France, Britain, and Switzerland." To support the Authority with expertise and competencies in following up on crime, money, and disclosure of accounts,” explaining, “There are many cases that need great experience in this field.”
Al-Awadi stated that “the number of recruitment orders issued by the Integrity Commission reached (10,648) recruitment orders, including (52) recruitment orders against ministers,” pointing out that “the number of arrest orders reached (3193) orders, including (24) ministers and those of their rank, The number of arrest warrants issued against special ranks and general managers reached (119) warrants.
He pointed out that “the total number of travel ban decisions reached (220) decisions, including (9) ministers and (27) special ranks and general directors,” warning that “the number of red-handed arrest operations reached (2530) operations, while the number of “Those accused in the act (1226) operations.”
He explained, "The total number of those wanted by the Integrity Commission outside Iraq reached (301), including (128) last year, while the number of international arrest warrants against fugitives with a Red Notice reached (262), including (99) Red Notices last year," noting, “The international arrest warrants were distributed among (42) ministers, general directors, and special grades, and (220) below that.”
He stressed that “the number of wanted persons who were recovered from abroad was (25), including (18) last year alone,” explaining that “the number of wanted persons who were arrested abroad in 2023 and who are still being recovered reached (19) wanted persons against whom 45 files were organized and sent.” To Arab and foreign judicial authorities, while the number of wanted persons whose extradition was refused until last year reached (55).
He continued, "With regard to the file of recovering smuggled funds, there are (260) files completed, of which (46) requests were submitted to countries," indicating, "The number of forms that were analyzed for the purpose of detecting inflation amounted to (2,646) forms, while the total amounts amounted to Financial inflation is estimated at (318) billion dinars.”
Al-Awadi warned, “Illegal gain (campaign, where did you get this from)? The number of reports received by the authority in this campaign reached (1,083) reports.”
