Provincial councils and citizen confidence...a future bet

Since the emergence of the provincial councils as a constitutional entitlement that contributes to the decentralized administration of the state, then suspending their work, abolishing them, and then returning to them again, most Iraqis agree that “mismanagement, corruption, and failure” accompany the work of these councils, which has made them lose the confidence of the citizen who aspired for them to meet... His service needs in local governments and will be a support for him in the development of his cities and governorates.
As the winning candidates for membership in the provincial councils are about to be sworn in, the question will remain as to whether the new councils will be able to restore bridges of trust with the citizen and provide a tangible role on the ground, as this will constitute the true measure of the future of the entire political process.
The head of the "Al-Sharq Center for Strategic Studies and Information", Ali Mahdi Al-Araji, said in an interview with "Al-Sabah": "It is no secret to everyone that the drawing and constitutional description of the governorate councils that are not organized into a region creates a turquoise picture of the mechanism of democratic communication between the citizen and the executive authority, but the reality is The matter is very different,” stressing that “the gap created by the Iraqi politician and the extent of the failure in building the state dropped all hopes of the citizen, and only the partisan class with belief and affiliation remained practicing the electoral approach compared to the silent majority boycotting any political thought.”
He explained, “This was not only in the form of the provincial council elections, but rather it is an extension of the previous parliamentary session and the low level of participation. Therefore, intuitively, I do not believe in the next stage that we will witness any restoration or patching that could occur between the provincial councils and the citizen, over the course of four years.” Or a little less than that. We have not experienced the governorate councils and we have not witnessed a major difference in their existence or not.”
Al-Araji indicated that he strongly supports the democratic practice “because it produces a supervisory council that follows up the progress of the executive authority within the governorate’s borders within the area of decentralization in state administration, but it has not borne fruit, as there is one impressionable image in the mind of the citizen bearing the title of thefts and failure.”
He added: “But it is possible that we will witness a change in some governorates, especially in light of the existing structure and its competitiveness, such as (Karbala and Basra), where the councils will play an actual supervisory role that differs from the rest of the governorates, where the matter will be individual, meaning who aspires to the next parliament or session.” The next provincial council will have a loud voice for an individual interest, not a public one.” Al-Araji concluded by saying: “We may not want to publish a dark picture of the current reality, but what we are talking about now is a true picture of the thought of the Iraqi citizen who needs to restore confidence in the provincial councils.”
For his part, political affairs analyst Aqeel Abbas pointed out, in an interview with Al-Sabah, that “the management of the central election results is problematic and perhaps a big mistake, given that the governorates and the ballot box decide decisively and definitively from the beginning. Therefore, I see that the central management of the results is not "Encouraging."
Abbas said it was likely that the coming period would witness an improvement in the performance of the governorate councils, “but not significantly due to the size of the restrictions and the lack of real reform visions,” asking at the end of his speech: “Will the expected improvement be sufficient to restore bridges of trust between the citizen and the political class?! We will wait, perhaps, perhaps.” “To be surprised by good professional and real behavior in the governorate councils breaks the barrier of doubt by restoring confidence.”
