A spiral of postponements hinders the amendment of the government cabinet and 3-7 ministries in the “goal for change”

Baghdad/ Haider Hisham
The file for making ministerial reshuffles, in the government of Muhammad Shiaa Al-Sudani, is in a spiral of postponements, especially after six months of the Prime Minister’s promises, amid many questions about the reasons that prevent the government from implementing it on Iraqi soil, at a time that representatives currently consider “inappropriate.” .
On September 11, 2023, the Prime Minister, Muhammad Shiaa Al-Sudani, announced an expected ministerial reshuffle and a change of deputy ministers and advisors.
Al-Sudani appeared in a local television interview, and spoke in a clear, yet somewhat angry, tone of determination. “Ministerial change is not subject to desire or mood. I will not flatter a leader or party, and when there are indications about a minister, I will submit to Parliament a request to relieve him, and whoever refuses should refuse.”
Member of the House of Representatives, Salem Al-Anbuki, expected a delay in carrying out the ministerial reshuffle in the cabinet of Muhammad Shiaa Al-Sudani’s government, while describing the current political situation in Iraq as “unsuitable” for such a procedure, diagnosing the main reasons behind its postponement.
Al-Anbaki said in an interview with (Al-Mada), “The government of Muhammad Shiaa Al-Sudani approved the adoption of the principle of comprehensive evaluation of the government cabinet in all its positions, whether ministerial and up to the general directors,” adding: “Indeed, changes were made that affected dozens of positions in at least 11 ministries.” In 2023.”
He added, “The ministerial reshuffle will be delayed somewhat, especially with the exceptional circumstances the country is going through, including the repeated American aggression on Iraqi territory, in addition to the vacuum in the presidency of Parliament, as well as the dialogues on forming local governments.”
The member of the House of Representatives explains, “The current situation in Iraq may not be suitable for such decisions, noting the lack of knowledge of who will be included in the ministerial reshuffle.”
Al-Sudani, during an interview broadcast on the official Iraqi channel, confirmed that he spoke with the ministers clearly and frankly about evaluating their work, and that the constitution gives the prime minister the power to dismiss the negligent minister, stressing his determination to conduct a ministerial reshuffle and that he will choose the appropriate time, and will not give up his constitutional powers.
The government is expected to face pressure from some political blocs that want to obtain more ministerial positions, or those that refuse to change their ministers, according to many politicians.
In addition, political affairs researcher, Ziad Al-Arar, considered the cabinet reshuffle to “create problems” with some political forces, including the coordination framework, while he expected the number of ministries that would be affected by the reshuffle.
Al-Arar mentioned, in an interview with (Al-Mada), that “political data indicate that there will be a ministerial reshuffle soon in the cabinet of Muhammad Shiaa Al-Sudani,” indicating that “this reshuffle will be based on assessments of the past stage and the extent of the ministers’ interaction with the government program.”
He points out that “the ministerial change that the Prime Minister will make is expected to affect three to seven ministries.”
The political affairs expert explains, “This change will certainly create problems with some forces, including the coordination framework,” pointing out that “the Sudanese, as is clear, is continuing with this matter.”
Previous Iraqi governments witnessed many ministerial reshuffles, some of which were successful and some of which failed to achieve their goals, which makes the government “think a thousand times” before making them.
It is noteworthy that the ministerial reshuffle was supposed to take place before the end of April 2023, which is the end of the six months of the current government’s work.
Al-Mada newspaper had previously revealed that the Coordination Framework Alliance, which includes all Shiite political forces except the Sadrist movement, is keen to prevent internal disputes from leaking out, and is promoting the story that it authorized Al-Sudani to reshuffle the cabinet for fear of bearing responsibility for the government’s failure, which is what many believe. An expert on Iraqi affairs.
In contrast, other political forces seem to believe that Sudanese’s expected ministerial reshuffles will not pass easily, which is what the Sovereignty Alliance led by Khamis Al-Khanjar, the largest Iraqi Sunni Arab political alliance within the State Administration Alliance, believes.
Regarding the date of Al-Sudani implementing his pledges to reshuffle the cabinet, Iraqi government spokesman Bassem Al-Awadi said, in press statements followed by Al-Mada, that “the timing of carrying out the reshuffle will be determined by the Prime Minister according to what he deems appropriate, when objective conditions exist that turn the reshuffle into a step that doubles the government’s success.” “.
