[size=45]The Nineveh Governorate Council held its fourth session, in the presence of 22 members out of 29, which was devoted to presenting a discussion of the government program of Governor Abdul Qadir Al-Dakhil, who revealed future plans for various projects in all sectors, including dividing the Education Directorate into “right and left” sectors, while confirming that the priority is for the sector. Health, Mosul Airport, which he said would be completed by the end of the year, and the reconstruction of the old city, in addition to the health file, as he said he plans to establish a number of hospitals with up to 6,000 beds. Governor Al-Dakhil, while hosting him in the Nineveh Council, asked the members to stand by the executive government to implement important plans. The session also witnessed the resignation of Kurdistan Democratic Party member Fares Al-Breifkani from the council, and the formation of a temporary board of directors for the Mosul Hotel consisting of 3 people at the request of the Prime Minister. We briefly explained to the provincial council the plans drawn up by the local government, which included a precise plan to make Umm Al-Rubaieen distinctive among the governorates of Iraq.[/size]

During this session, we sensed that the Council’s work will serve the people of the city, and this gives us moral motivation to continue providing services.[/size]
[size=45]Speech of the Governor of Nineveh during the session:
The number of projects implemented by the local government from 2019 until 2023 amounted to 2891 projects, covering all sectors and all districts of Nineveh, in addition to ministerial projects, the Reconstruction Fund, and international organizations.[/size]
[size=45]Nineveh Governorate's share of the 2023 budget was 279 billion dinars for ongoing projects, in which the completion rate reached 50% and includes hospitals, roads, bridges, water and other service sectors.[/size]
[size=45]351 billion were allocated for new projects from the 2023 budget and distributed to all districts and districts of Nineveh according to the population census, and they will be started within 10 days.[/size]
[size=45]45% of the budget is public projects, and 55% is projects distributed among districts and districts according to population density.[/size]
[size=45]Nineveh's budget for 2023 is shy and does not meet the requirements of the governorate and its place on the map.[/size]

[size=45]One of our health projects is the construction of Ibn Sina Hospital through the local government budget, and the funds are within the governorate. Its demolition has been completed and its design will be approved soon.[/size]
[size=45]There are 3 hospitals that will be built with a capacity of 200 beds, which will be distributed in Al-Yaman Complex, on Kirkuk Road, and on Erbil Road. Our German Hospital is suffering from slow completion due to lack of funding, and we will address the Ministry of Health about that.[/size]
[size=45]Work began on a children's hospital with a capacity of 200 beds in the right of Mosul, and we obtained approvals for Al-Hussein Hospital in Tal Afar district, and this large district needs many hospitals.[/size]
[size=45]We need 350,000 housing units in Nineveh, and 35,000 units will be built in Al-Ghazlani camp, and in the coming days a special committee will come from Baghdad to review this project.[/size]
[size=45]We will establish low-cost homes in Sinjar and Mosul. There are 98,000 applications from citizens to obtain a plot of land and 12 martyr transactions, and the solution lies in the basic design.[/size]
[size=45]Education Sector:
In the education sector, there is a shortage in the number of schools and teachers, and we will divide the Nineveh Education Directorate into two parts, a right and a left, and we are awaiting the approval of the governorate council to maintain this decision, because it is difficult for one million and 100 thousand students to be under one administration.[/size]
[size=45]We have a deficit of about 32,000 male and female teachers, and we have allocated 17,000 degrees for teachers.[/size]
[size=45]Investment sector:
We are working to build a strong investment body. There are 350 investment opportunities, some of which are stalled and some of which are ongoing and require the Council’s intervention to resolve them.[/size]
[size=45]We want to benefit from the petrodollar law. We have oil fields, namely Qayyarah and Najma. We want to increase the wells and obtain licenses, which is a historic step if it happens.[/size]
[size=45]A final warning to lagging companies:
There is no longer an additional period for lagging companies. We will put them on the blacklist, and the industrial city will be established on the road to the Muhallabiya district.[/size]
[size=45]Road paving work is not at the required level and we have formed a committee to follow up on this matter.[/size]
[size=45]Regarding textile, sugar and dairy factories, we will contact the Ministry of Industry for the purpose of returning them.[/size]
