Since the beginning of the year 2024, pupils and students in the Ministries of Education and Higher Education have not received the scholarship granted by the government to them, which has burdened the parents of students with limited income who were relying mainly on it to cover their children’s school costs.
The scholarship law indicates that an amount of 30,000 dinars will be granted to primary students, 50,000 dinars to middle and middle school students, 100,000 dinars to bachelor’s degrees, and 150,000 dinars to master’s and doctoral degrees, throughout the academic year.
But until now, students have not received this grant since the months of 1 and 2, as Umm Hawraa (a citizen of Wasit Governorate), who complains of poverty, said that “the interruption of the grant has had a financial impact on the students’ parents,” adding: “I have 5 children in the stages of Different studies, and my husband is a daily wage worker, and the scholarship covered an important part of the educational costs, including clothes, stationery, and daily expenses, so the scholarship was a lifesaver for us.”
Umm Hawraa confirmed, during her speech, that “the interruption of the grant for more than two months affected their financial situation,” appealing to the authorities concerned with social assistance to “release salaries without delay to raise the standard of living for people with limited income and reduce the burden of educational purchases.”
Physical and psychological impact
For his part, educational expert, Haider Al-Moussawi, explained that “the economic situation is one of the most important reasons that directly affects the educational level. When the government decided to grant students this scholarship, it motivated citizens to enroll their children in strengthening courses or purchase auxiliary supplies and many other things that support The student and the student.”
Al-Mousawi added, during his speech to the agency, that “the interruption of this grant affected the psychology of the student and his family, and perhaps it will weaken the citizen’s confidence that has begun to develop in the government, and at the same time it will cause another burden, given that parents relied on this grant by enrolling their children in strengthening courses and purchasing school supplies.” “If it is interrupted, it will affect, in one way or another, the level of both the student and the student.”
reasons of delay
In turn, the head of the Social Protection Authority at the Ministry of Labor, Ahmed Khalaf Al-Moussawi, stated that “the law indicates that the one who disburses the scholarship for students is the Ministries of Education and Higher Education, and that the Social Protection Authority has completed its procedures for calculating subsidies based on visas, as has been done.” Completing the establishment of a network connection with the Ministry of Education.
Al-Moussawi indicated, during his speech to the agency, that subsidies were disbursed for the months of 10, 11, and 12, to one million and 850 thousand students, and currently the number of those whose attendance has been marked is two million and 200 thousand students who deserve the subsidy for the months of 1 and 2, and they were handed over to the Ministry of Education, and the latter in turn requested a financial allocation from the Ministry of Education. Finance, but so far this allocation has not come. As for the Ministry of Higher Education, the beneficiaries are 20 thousand, and the universities have disbursed 3 months to them, and are waiting for the financial allocation to disburse 1 and 2 months.
Al-Moussawi concluded by saying, “If the financial allocations arrive, they will be reflected in the special cards for social protection beneficiaries, but the whole issue is an allocation request between the Ministry of Finance and the Ministry of Education, because the issue concerns them, given that the law indicates that the scholarship is for students within the Ministry of Education.
